Position Overview:
Caduceus is seeking an experienced Program Manager to support a nationwide medical services program for U.S. Customs and Border Protection (CBP). This position supports both the CBP National Programs Division (NPD) and the CBP Hiring Center (HC), overseeing medical examinations, fitness testing, drug testing, and related operational services. The Program Manager will be responsible for ensuring successful execution of contract requirements across a geographically distributed network of clinics, laboratories, and medical providers, while maintaining strict compliance with federal regulations and CBP operational standards.
Required Qualifications
Bachelor’s degree required (Master’s preferred)
Minimum 5–10 years of program management experience, preferably supporting federal contracts
Experience managing nationwide or multi-site operations
Strong background in operations management, scheduling, or healthcare/medical program support
Demonstrated experience with federal compliance environments
Strong leadership, communication, and organizational skills
Ability to manage high-volume, time-sensitive operations
Key Responsibilities:
Serve as the primary point of contact for Government stakeholders, including the Contracting Officer (CO) and Contracting Officer’s Representative (COR)
Provide overall program management and operational oversight across nationwide medical service delivery
Oversee high-volume scheduling and coordination of medical exams, fitness testing, and drug testing services
Ensure timely, accurate, and compliant execution of all contract requirements
Manage staffing, resource allocation, and subcontractor coordination across multiple locations
Oversee data systems and reporting, ensuring real-time tracking, accuracy, and secure transmission of information
Implement and maintain quality control and performance management processes
Monitor program performance, identify risks, and implement corrective actions and process improvements
Ensure compliance with HHS, DHS, CBP, and other applicable federal regulations
Support financial tracking, reporting, and invoicing accuracy
Coordinate activities across both program functions:
NPD (clinical oversight, drug testing, medical review)
Hiring Center (high-volume candidate scheduling and processing)
