We deliver full-spectrum cybersecurity, digital transformation, cloud migration, DevSecOps, and emerging technology Research & Development (R&D) solutions across Department of Defense (DoD)/Intelligence Community (IC), Federal civilian, State, Local and Education (SLED), commercial, and international markets. Silotech is growing and seeks an experienced Business Development (BD) leader to expand our presence across these sectors.

The Senior BD Executive is a key member of Silotech's growth leadership team, reporting directly to the President. This executive-level role is responsible for shaping and executing Silotech's BD strategy across the assigned portfolio, driving capture management, building senior-level government and industry relationships, and leading the full opportunity lifecycle from identification through proposal submission. The ideal candidate brings deep fluency in federal acquisition, DoD contracting, and the defense IT market.

Essential Role & Responsibilities

Strategy & Market Development
  • Develop and execute a comprehensive BD strategy aligned with Silotech's growth goals across cybersecurity, cloud, DevSecOps, digital transformation, and R&D service lines.
  • Conduct ongoing market research and competitive analysis to identify and prioritize high-value opportunities within the DoD, federal civilian, and SLED sectors.
  • Provide data-driven recommendations to company leadership on opportunity investment decisions, bid/no-bid determinations, and pipeline health.
  • Monitor Silotech's Opportunity portal, SAM.gov, USASpending, and other sources to maintain an active and qualified opportunity pipeline.

Capture Management & Pipeline Execution
  • Lead end-to-end capture management for targeted opportunities, including customer shaping, competitive positioning, solution development, and win strategy formulation.
  • Develop and provide input to Requests for Information (RFIs), Sources Sought notices, and other pre-solicitation engagement vehicles.
  • Identify, evaluate, and secure teaming partners; negotiate and execute Non-Disclosure Agreements (NDAs) and Teaming Agreements (TAs).
  • Identify required resources (personnel, clearances, past performance) necessary to pursue and win targeted bids.
  • Coordinate closely with proposal teams to ensure BD intelligence informs winning proposal narratives, pricing strategy, and technical solutions.

Stakeholder Engagement & Relationship Management
  • Build and maintain relationships with senior government customers, program officers, contracting officers, and industry partners at the executive level.
  • Represent Silotech at industry days, conferences, symposia, and external organizations to elevate brand visibility and develop strategic connections.
  • Perform external public speaking and thought leadership activities that advance Silotech's reputation in cybersecurity, defense IT, and emerging technology markets.
  • Interface with prime contractors, large business partners, and SBIR/innovation ecosystems to expand teaming opportunities.

Leadership & Team Development
  • Oversee and mentor BD personnel; set annual performance targets and conduct periodic reviews to drive individual and team accountability.
  • Provide ongoing coaching, guidance, and feedback to grow the BD team's capture competency and professional effectiveness.
  • Pull in cross-functional resources, including technical SMEs, proposal managers, and pricing analysts, to support complex pursuits.
  • Demonstrate and reinforce Silotech's mission, vision, values, and ethical standards in all activities.
  • Update professional knowledge through participation in educational opportunities, industry publications, and professional organizations.
  • Perform other duties as assigned to advance the Silotech mission.

Qualifications & Requirements

Education
  • Bachelor's degree in Business, Information Technology, Political Science, or a related field preferred; equivalent combination of education and professional experience will be considered.

Experience
  • 10+ years of progressive business development experience within the federal government contracting environment, with a strong preference for DoD and/or defense intelligence community focus.
  • Demonstrated track record of winning competitive federal contracts in cybersecurity, IT modernization, cloud, or adjacent technology service lines.
  • Experience managing BD teams and running formal capture processes on opportunities ranging from $10M to $100M+.
  • Familiarity with small business contracting vehicles including WOSB set-asides, SDVOSB preferences, GSA Schedules, and SBIR programs.

Knowledge & Skills
  • Mastery of federal acquisition and contracting methodologies, FAR/DFARS regulations, and procurement lifecycle tools and templates.
  • Proficiency with opportunity tracking platforms: GovWin IQ, SAM.gov, USASpending.gov, and similar tools.
  • Ability to manage multiple complex pursuits simultaneously with disciplined attention to detail and deadlines.
  • Exceptional written and verbal communication skills, including executive briefings and external presentations.
  • Strong negotiation, conflict resolution, and stakeholder influence capabilities.
  • Demonstrated business acumen, including experience with revenue forecasting, pipeline management, and P&L awareness.
  • Self-motivated, results-oriented leader with the ability to inspire and influence a high-performing team.

Preferred Qualifications
  • Prior military service or deep DoD customer relationship network (USAF, USSF, Army, or Combatant Command experience a plus).
  • Experience in SBIR/STTR programs and emerging technology R&D contracting environments.
  • Familiarity with Zero Trust architecture, RMF, DevSecOps, and cloud migration, which are core service areas within Silotech's portfolio.
  • Existing relationships with DoD program offices, PEOs, or intelligence community stakeholders.
  • Shipley capture management training or equivalent BD methodology certification.
