As a valued member of the Chief Information and Digital Office (CIDO) Office of the Chief Engineer (OCE) team, the CIDO program manager for Classified Parity project will be focused on the fully integrated product suite. You'll work at the intersection of cutting-edge technology and national security, shaping the future of classified network solutions while collaborating with top engineers, vendors, and senior leadership. The primary objective will be the delivery of requirements on cost and on schedule, while achieving the technical requirements and delivering standardized solutions to our customers.
This position requires strong intra-organizational leadership and engagement skills; strategic thinking; strong program management; and a collaborative approach to team building. Communication is paramount, with an ability to clearly define expectations and work through interpersonal interactions across organizations and levels, including team members, peers, vendors and Northrop Grumman leadership.
This position is preferred to be located in Huntsville, AL, however the qualified candidate may be located near a major Northrop Grumman facility within the continental United States.

Program Managers are responsible for managing all phases of the program life cycle. This individual will lead a cross-functional organization aligned to common program performance goals. The initial/main responsibility is to manage the development of the classified parity program, overseeing cost, schedule, and technical performance. Primary Level Salary Range: $161,000.00 - $265,600.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

This role may also expand to include multi-project management. Some duties include, but are not limited to:
- Own the full program life-cycle - scope, schedule, risk, resources, and budget - to meet cost, schedule and technical performance goals
- Develop and maintain an integrated master schedule and program execution plans that drive milestone delivery.
- Create, review and finalize the program Statement of Work (SOW) and establish a regular reporting cadence.
- Lead a cross-functional and cross-IPT organization across multiple locations, fostering a collaborative "battle rhythm"
- Ensure compliance with DoD/IC security policies (NIST 800-53, DISA STIGs) and manage classified data handling, clearance requirements, and risk/opportunity management processes
- Communicate clearly with all stakeholders - team members, peers, vendors, and senior leadership through verbal briefings, written updates, and polished presentations
- Drive continuous improvement using Lean/Agile principles and independent creative problem-solving
Basic Qualifications:
- Bachelor's degree with 12+ years of relevant professional experience OR Master's degree with 10+ years of relevant professional experience.
- Minimum 3 years leading projects or integrated project teams, delivering scope on schedule and within budget
- Demonstrated experience applying Risk and Opportunity Management processes, including identifying, documenting, and tracking program risks and mitigation plan
- Proven knowledge of classified network environments, including handling of classified data, compliance with DoD/IC security policies (e.g., NIST 800-53, DISA STIGs, CMMC), and awareness of clearance requirements
- Demonstrated experience coordinating cross-functional teams (e.g. engineering, program management, supply chain, quality, or test), including geographically dispersed team members, to support program execution and delivery of program milestones
- Candidates must have a current DOD Secret level security clearance (or higher) in order to be considered, US Citizenship required

- Proven ability to deliver effective communication verbally, written, and through well-crafted presentations across all levels of an organization
