This role is responsible for driving the transformation of legacy systems into a modern, information-centric National Airspace System (NAS) while ensuring the underlying facility infrastructure can support secure, resilient, and continuous 24/7 operations nationwide.

This position operates at the intersection of cloud architecture, systems engineering, and mission-critical facilities infrastructure, leading both digital and physical transformation across Air Route Traffic Control Centers (ARTCCs), TRACONs, airport towers, and supporting communication sites. You will define strategy, govern execution, and ensure end-to-end integration of cloud platforms with facility readiness to enable next-generation NAS capabilities.

Work Location:
  • This position is required to be on-site, primarily located in Herndon, VA.

What You'll Do:

Strategic Leadership & Architecture
  • Define and lead the enterprise cloud and infrastructure architecture strategy supporting NAS modernization
  • Drive transformation to hybrid and multi-cloud environments (AWS, Azure, GovCloud) aligned with mission and operational requirements
  • Establish architectural governance across cloud, systems, and facilities domains
  • Translate FAA mission needs into actionable, scalable, and secure technical strategies
  • Provide executive-level guidance and decision support on modernization priorities, risks, and investments
Cloud & Systems Modernization
  • Lead cloud adoption, migration, and application modernization strategies across mission-critical systems
  • Ensure solutions are secure, scalable, resilient, and compliant with federal standards (FedRAMP, RMF, NIST 800-53)
  • Champion secure-by-design principles, including Zero Trust Architecture
  • Integrate cloud capabilities with operational systems including voice, automation, surveillance, telecom, and cybersecurity platforms
  • Drive adoption of AI Ops, observability, and low-latency/edge computing solutions
Facilities & Infrastructure Leadership
  • Lead the Facilities Workstream for BNATCS, overseeing infrastructure modernization and site readiness in partnership with key subcontractors
  • Ensure facilities support 24/7 operations through robust power, HVAC, cooling, grounding, fire suppression, and physical security systems
  • Establish and enforce standards for redundancy, resiliency (N+1, 2N), and Continuity of Operations (COOP)
  • Oversee site assessments, upgrades, new installations, and facility readiness for system deployments
  • Guide development and approval of facility design packages, implementation plans, and commissioning documentation
Integrated Program Execution
  • Ensure alignment between infrastructure upgrades and technology deployment timelines
  • Support and oversee FAT, SAT, ORRs, and operational transitions
  • Manage geographically distributed teams and contractors delivering nationwide infrastructure modernization
  • Identify and mitigate risks across both cloud and facility domains (capacity, cooling, latency, structural, geographic constraints)
  • Participate in Technical Interchange Meetings (TIMs), design reviews, and executive readiness briefings
Operations, Performance & Governance
  • Ensure compliance with FAA standards, federal regulations, safety requirements, and sustainability mandates
  • Oversee lifecycle management of facility and infrastructure assets (UPS, generators, electrical, mechanical systems)
  • Validate service levels for uptime, resiliency, and operational performance
  • Establish continuous improvement processes and feedback loops to evolve architecture and facility standards
  • Serve as P&L lead for the Infrastructure & Facilities workstream, including subcontractor oversight and SOW management
Collaboration & Leadership
  • Lead cross-functional collaboration across engineering, cybersecurity, operations, facilities, and program leadership
  • Partner with FAA stakeholders, subcontractors, and executive leadership to align delivery with cost, schedule, and risk objectives
  • Communicate complex technical concepts clearly to both technical and executive audiences
  • Foster a culture of accountability, systems thinking, safety, and mission focus
What Makes You a Great Fit:
  • You operate comfortably at both strategic and technical levels, connecting enterprise vision to implementation
  • You balance innovation with risk, compliance, and operational continuity
  • You understand the tight coupling between digital systems and physical infrastructure in mission-critical environments
  • You thrive in high-stakes, regulated, 24/7 operational environments
  • You are a proven leader of large, distributed teams delivering complex federal modernization programs
