Job Description

Position Summary

Odyssey Systems has an exciting new opportunity for a Mission Delta 2 (MD 2) S1 Manpower and Personnel Analyst supporting the U.S. Space Force's MD 2 Space Domain Awareness (SDA) Mission. This is a full-time position at Peterson Space Force Base in Colorado Springs, CO that allows 1-2 days per week of tele-work at the discretion of the Government.

As an SDA Systems S1 Analyst, you will provide Manpower and Personnel support for both military and civilian personnel across multiple operational and sustainment squadrons and MD 2.

MD 2 executes day to day SDA operations for ground-based SDA sensors and command and control (C2) systems, and space-based Environmental Monitoring (EM).

Odyssey Systems provides support to the Government in five areas: Product Support, Sustainment Engineering & Sustainment Management, Technical Order Management, Technical User Interface, and System Design, Engineering, and Integration. These tasks are executed laterally with Combat Forces Command, Space Systems Command, development contractors, and mission stakeholders.

Responsibilities

As an MD2/S1 Manpower and Personnel Analyst, you will be managing military and civilian personnel resources and ensure the efficient functioning of the mission delta, squadrons, and detachments. Additionally, this position serves as the vital focal point for administering Human Resources, Commander's Support Staff (CSS) plans and programs, and Unit Deployment Manager (UDM) for the organization. You will be instrumental in providing civilian and military personnel administrative support, impacting everything from personnel and resource management to training and manpower analysis for the entire Delta.

Work requires the technical capability to independently plan, organize, complete, and present assessments across for all manpower and personnel and CSS functions, for both civilian and military. Duties include, but are not limited to:
  • Comprehend Office of Personnel Management (OPM) guidance to provide guidance to MD 2, squadrons and detachments for planning and execution of processes to include civilian hiring, and appraisals
  • Analyze manpower needs, develop organizational structures, and manage allocation of personnel and resources to meet mission requirements
  • Provide personnel administration including maintaining records, processing personnel actions and providing support to service members and their family
  • Provide talent management for military and civilian personnel to include the development and maintenance of organizational charts, recall rosters, unit manning documents, additional duty assignment tracker(s), volunteer assignment tracker(s), as well as a 90-day minimum inbound and outbound projection
  • Assist in hiring actions to support gaps within the Delta including the reporting of status against green door, vulnerable-to-move list, permanent change of assignment board(s), and reclamations
  • Manage inbound and deployed sponsor assignments, developing and managing in-processing and unit out-processing checklists, and coordinating outbound going away actions
  • Provide personnel support to include management and tracking of personnel performance reports and appraisals, 971 employee work folders, performance descriptions and duty title descriptions, unit required training, currency and status of fitness reports, currency of individual medical readiness, decorations, stratification boards, developmental and education boards, and award opportunities
  • Maintain a repository of current personnel documentation, both military and civilian
  • Report status for talent management, personnel support actions, and key Delta and/or leadership events and availability during staff meetings or as required by Government Leadership
  • Plan, organize, and oversee all unit-level deployment activities, to include managing Unit Type Codes (UTCs), coordinating with functional managers, and ensuring the readiness of personnel and equipment for deployment
  • Managing status of personnel milestones and associated documentation
  • Infrequent travel to CONUS and OCONUS locations upon government direction
  • Other duties as required/requested by the Government and within scope of the S3 contract


Qualifications

Citizenship: Must be a US Citizen

Minimum Required Qualifications:

Clearance: Must have and be able to maintain a Secret clearance

Education: Bachelor's degree in Business, Human Resources or a related field

Years of Experience: 2 or more years of experience performing human resources or a related field within an Air Force, Space Force, DoD, Intelligence, or Missile Defense Agency team OR, Bachelor's degree in Business, Accounting, Logistics, Human Resources or a related field

Certifications: None

Preferred Qualifications:

Clearance: Active Top Secret/SCI

Education: Bachelor's degree in Business, Human Resources or a related field

Years of Experience: 5 or more years of experience performing accounting, logistics, human resources within an Air Force, Space Force, DoD, Intelligence, or Missile Defense Agency team

Additional Skills:
  • Experience working with DoD or IC personnel/manpower/human resources organizations.
  • Experience using government personnel systems such as DCPDS, MyPay, MilPDS, DTS, myVector and others, as well as MS365 Office Suite.
  • Understand Defense Department and/or Space Force organizational structure, policies, and culture.
  • Experience handling high level taskers and utilizing reporting systems.
  • Experience with defense or government reporting systems.
  • Excellent analytical and organizational skills, specifically attention to detail along with effective time management skills

Location: Peterson Space Force Base in Colorado Springs, CO

On-site, Hybrid or Remote: Hybrid schedule with 1 day per week remote based on customer approval
