As the Corporate Facility Security Officer (FSO), the candidate must be dynamic, well organized and highly motivated with relevant experience to ensure the full-scope of program support and compliance. The Corporate FSO will be responsible for ensuring the company's compliance to policies, practices and procedures with the National Security Program Operating Manual. Responsibilities:
- Manage and oversight of the Radiance comprehensive security program to include multiple branch and off-site locations
- Leads a team of direct reports and indirect site leads in security
- Manages classified programs, studies, and company pursuits
- Directs all new hire in-processing, badging, security briefings, security education and training; actively participating in Government security audits and yearly self-inspections across multiple programs
- Serves as the primary contact for the Defense Counterintelligence and Security Agency (DCSA) reviews and correspondence
- Establish and manage liaison with government agencies, external customers, contractors, employees, and managers. Coordinate with government agencies to obtain rulings, interpretations, and acceptable deviations for compliance with National Policy.
- Ensure classified contract requirements and procedures are implemented and followed
- Provides prime/subcontractor security support and direction including the development, management and maintenance of DD form 254's and security guidance
- Develops and maintains the company Standard Practice and Procedures (SPP), office security policies, procedures, and practices in compliance with security requirements
- Maintains the National Industrial Security System (NISS) account, ensuring all cleared FCL matters are executed and recorded in a timely fashion (e.g., FCL; change in Key Management Personnel (KMP); annual self-inspection, etc.)
- Administers the Defense Information System for Security (DISS) activity including processing clearances, visit requests for personnel and SEAD 3 reporting.
- Maintains all records in compliance the 32 CRF part 117 - National Industrial Security Manual (NISPOM Rule) in the government's system of record as well as Radiance's designated system of record.
- Oversees Security Education and Awareness (SETA) development, initiatives, and presentations.
- Responsible for implementing the Insider Threat Awareness and Reporting Program
- Investigates security incidents and complete administrative inquiries
- Oversees the implementation of document control
- Assures proper marking, safeguarding, and transmission of all classified materials
- Keeps current with changes in industry requirements and FSO training
- Serves as a member of the security alarm response team
- Protects government, intellectual, third party and company information from unauthorized disclosures. Develops, implements and administers an Operational Security program, security education, procedures and physical controls to ensure compliance with government and company regulations/requirements on large and/or highly complex programs
- Other assignments as required
Require Skills:
- Bachelor's Degree and a minimum of 5 years relevant government or DoD security experience or 8 years of relevant government or DoD security experience
- Active Secret clearance
- CDSE Facility Security Officer (FSO) certification for a holding facility
- Confidence to make critical security decisions concerning all Radiance locations
- Strong interpersonal skills, superior attention to detail is a must with effective written and oral communications skills
- Ability to work independently, manage multiple tasks, and coordinate activities within deadlines
- Experience working in teams and leading teams
Required Experience:
- At least 5 years of experience with NISPOM, NISS, DISS, and EAPP/EQIP
Desired Skills:
- Microsoft Suite experience to include security software knowledge of Sign In Solutions
- Knowledge of access control and alarm maintenance
- Familiarity with the Continuous Evaluation Program
- Six-Sigma methodology or equivalent process improvement training
- Working knowledge with ACCS
