P osition Summary / Background
Provide senior-level technical and operational subject matter expertise (SME) to a federal national security organization's services division and executive-level priority programs. This role supports national security system development (including FISA, National Security Letters (NSLs), and NDRR-related programs), user requirements gathering, Agile product backlog management in JIRA, risk assessment, documentation, stakeholder engagement, strategic planning, and high-level briefings for complex classified IT capabilities.
Clearance Requirements
Location: Primarily on-site at government facilities within the National Capital Region (NCR), including Washington, DC.

Clearance Requirements
- Top Secret / SCI (TS/SCI)
- Must successfully pass a CI-Polygraph
- Must obtain SCI-level clearance prior to receiving classified work assignments
Location: Primarily on-site at government facilities within the National Capital Region (NCR), including Washington, DC.
- Limited telework is authorized only on a case-by-case basis. Classified work must be performed on government-furnished equipment and within approved secure facilities.
- Core hours: 7:30 AM - 6:30 PM (40 hours/week, Monday-Friday).
Education Requirements
- Bachelor's degree (preferred) or Master's degree in Computer Science, Management Information Systems, or a related technical/IT field
Required Experience & Technical Qualifications (10 years minimum)
- 10 years working within U.S. National Security, defense, or law enforcement communities
- 10 years' experience supporting U.S. National Security / Intelligence Community (IC) mission sets, including at least 3 years of national security policy and government case management
- Minimum 8 years analyzing data, written/verbal information, and processes to assess risks and formulate recommendations aligned with organizational goals
- Minimum 8 years leading coordination and support of complex programs or multiple projects
- Minimum 8 years demonstrated knowledge of IT practices and principles (IT Lifecycle Management/Governance, Systems Development Lifecycle, Agile software development methodologies, requirements elicitation and management)
- Minimum 8 years resolving conflicts and translating complex IT subject matter between technical and non-technical audiences
- Minimum 5 years using JIRA, MS Excel, Power BI, PowerPoint, Visio, Word, and SharePoint
- Minimum 5 years writing reports, briefings, and delivering presentations
Preferred Experience & Certifications
- Bachelor's and/or Master's degree in Computer Science, MIS, or related technical degree
- Minimum 8 years supporting national security operations, Intelligence Community functions/roles/components (including the intelligence cycle), FISA policy, and case management
- Minimum 6 years with data-related issues (ETL processes, storage, access controls, indexing, entity extraction/resolution, analysis, sharing)
- Minimum 6 years working in a federal interagency environment
- Relevant certifications (preferred): ITIL, Agile Product Owner, Project Management (CAPM/PMP), CBAP
