Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience and mastery of data management, display and presentation tools such as Microsoft Office application.
Experience with data base structure and data base generation and collection tools.
Experience applying principles and practices associated with naval ship construction, maintenance and repair, and all aspects of naval vessel's maintenance programs, material condition documentation and test procedures.
Experience with information technology and its actual potential application to shipboard inspection and assessment processes.
Experience as a project manager/administrator for complex programs.
Experience and working knowledge of naval ship schedules including in-depth knowledge of key components of the Optimized Fleet Response Plan (O-FRP) and navy ships maintenance schedules.
Experience with system development techniques, systems analysis/programming techniques, and equipment characteristics.
Experience communicating effectively, orally and in writing to Flag level briefings, position paper development, data/analysis presentation, and construction naval messages.
Experience reviewing maintenance processes to recognize discrepancies with established maintenance processes.

- You will serve as the Director of Plans and Analysis as department head within the INSURV Command structure.
- You will be the advisor to the President on all matters concerning the collection, management, analysis and presentation of data regarding the material condition and material readiness of the Fleet.
- You will set policy with regards to data gathering, clarify directives, advise staff and ensure understanding of administrative and procedural requirements.
- You will be coordinate and ensure data gathering, data analysis, and data reporting procedures are of sufficient rigor to meet INSURV needs and ae in accordance with directives.
- You will design and/or develop new audits and data gathering techniques that include, but may not be limited to; adapting mathematical, statistical, or scientific methods or procedures.
- You will establish and maintain relationships and open communications with the maintenance teams and other process stakeholders to obtain necessary clarifications.
- You will assign work to subordinates based on employee's capabilities, priorities and difficulty.
- You will provide technical and administrative oversight, advice and instruction.
- You must be seasoned and skilled in high level operational Analysis, and also have a deep understanding of US Navy maintenance and modernization techniques.
- You will identify and arrange for employee developmental and training requirements.
