Qualifications at the GS-11 Grade Level:
Specialized Experience: One year of specialized experience which includes coding and processing personnel actions; applying a wide range of Civilian Human Resources Regulations, policies, and guidance to complete duties; and conducting research to solve complex human resources situations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Qualifications at the GS-12 Grade Level:
Specialized Experience: One year of specialized experience which includes researching and interpreting new or proposed civilian personnel regulations and policies to provide technical guidance and advisory services to management; providing management with assistance and resolution regarding personnel actions such as recruitment incentives or special programs; and deliver briefings and/or conduct training presentations to groups of people. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

- Serve as advisor to key management officials on human resource (HR) program matters, and on complex human resources management (HRM) issues or problems impacting the civilian workforce.
- Ensure all policy, regulatory and program issuances are properly integrated with other staff actions and are thereby fully supportive of the DHA's mission requirements, equal employment opportunity objectives and the Federal merit system.
- Research HR laws, policies, regulations and reference material.
- Coordinate with senior leaders to determine management information requirements and converts the determinations to program metrics.
- Analyze proposed changes in operations, assesses the impact on human resources programs, and advises or guides managers in the most effective HRM program.
- Contact managers or staff of support organizations, to assist in solving problems or to achieve expeditious action.
- Identify problem areas, coordinates corrective action, and effects changes and improvements, as necessary.
