Duties
The primary purpose of this position is: To manage the Numbered Air Force (NAF) Flying Safety Mishap Prevention Program and Air Force Safety Program. Implements policies, standards and procedures governing safety programs with direct oversight for six flying units and nine different airframes. Performs annual Staff Assistance Visits (SA V) and assessments. Provides proactive education, training and hazard reduction through daily, monthly and quarterly safety information distribution. Serves as !\AF Aviation Safety Automated System (AVSAS) Administrator. Conducts detailed mishap investigation reviews, identifies causes and recommends corrective actions. Monitors the Bird Aircraft Strike Hazard Program (BASH), Midair Collision Avoidance (MACA) Program, Supervisor of Flying (SOF) Program, Hazardous Air Traffic Reports (HATR), Deficiency Reporting (DR), Time Compliance Technical Order (TCTO) implementation, Foreign Object Damage (FOD) Program, Dropped Object Prevention Program (DOPP), debriefing procedures, Functional Check Flight (FCF) procedures, Operational Risk Management (ORM), Aero club operations, life-support facilities and training programs, and egress training.
DUTY #1: Plans, directs, coordinates, and evaluates activities necessary to the overall management of a diverse flight safety program affecting complex multi-mission installations and tenant command organizations. Plans investigations and analyzes mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings.
DUTY #2: Develops and oversees the NAF safety Aerospace Expeditionary Forces Unit Type Code Reporting Tool (ART) and ensures worldwide deployment readiness of NAF safety staff; serves as NAF Aviation Safety Automated System (AVSAS) administrator.
DUTY #3: Prepares supplements to regulations and manuals and develops specialized local regulations defining mishap prevention procedures based on interpretation and/or adaptation of higher command instructions and policies formulated by other federal government agencies.
DUTY #4: Reviews plans, waivers and specifications for new airfield construction, aircraft hangar alterations, and/or changes in installation equipment and monitors project through completion to ensure compliance with safety standards.
DUTY #5: Develops and provides technical safety training/instruction to Chiefs of Safety (COS), Flight Safety Officers (FSO), Squadron Assigned Flight Safety Officers (SAFSO), Flight Safety NCO's (FS:O.CO), Quality Assurance (QA), and maintenance supervisions, on a wide range of aviation and maintenance operations.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of the body of laws, regulations, policies, standards, procedures, methods, and techniques applicable to a broad range of safety and occupational health duties in specific areas of safety and occupational health, sufficient to identify, evaluate and recommend methods of controlling a wide variety of industrial hazards to key managerial personnel, and assure integration with nuclear operations and range safety.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of established aviation and maintenance safety principles, practices, procedures, laws, regulations, and current legislative issues as they relate to managing both an installation and Numbered Air Force level flight safety program; the requirements, methods, and techniques of accident and mishap investigation reviews, Bird Aircraft Strike Hazard (BASH) and Mid-Air Collision Avoidance (MACA), Foreign Object Damage (FOD) Program, Dropped Object Prevention Program (DOPP), analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of aviation safety and maintenance risks.
2. Knowledge of implementing policy, standards and procedures, performing periodic/annual inspections, evaluations, and surveys of maintenance, equipment, and operations through installation quality assurance inspection/evaluation, flight safety management, Numbered Air Force level inspections/assessments to include Staff Assistance Visits/Assessments, and identifying deficiencies in the program and variances to the standard using a comprehensive knowledge of regulations, standards, procedures, methods, and techniques to determine compliance with aviation and maintenance safety regulations and instructions.
3. Knowledge of advocating/enforcing importance and strict adherence to technical data and management procedures and use of Technical Order (TO) improvement program, basic airfield and flight-related aerospace equipment forms and MIS documentation, maintenance operation control, facilities construction standards, methods, practices, techniques, materials, and equipment knowledge to determine compliance with regulations and standards.
4. Knowledge of standard training techniques, reviewing training documents for accuracy and completeness, coordination of installation and Numbered Air Force training requirements, monitors training schedules, methods, and materials sufficient to develop and ensure maximum training effectiveness.
5. Skill in the interpretation of maintenance procedures to include preflight, thruflight, hourly post flight, unscheduled maintenance, Time Compliance Technical Order (TCTO), launch and recovery actions, servicing operations and specifications sufficient to ensure installations and Numbered Air Force have efficient and safe weapons system launch capabilities.
6. Ability to plan, organize work, and meet deadlines.
7. Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to installation, Numbered Air Force, and MAJ COM work related problems and queries.

1. May travel by military or commercial air to conferences, meetings, or other functions away from the duty site.
2. Position is designated Emergency Essential and is subject to worldwide deployment as a result of contingencies generated by emergency wartime situations.

4. This is a testing designated position. The employee is subject to random drug testing.
