Job Description

Duties

  • Plans and directs management actions in support of synchronizing the sales and transfer of military equipment to partner nations and
    allies.
  • Leads and conducts extremely broad, open-ended analytical and management studies of FMS/SA programs, policies, and management processes where objectives, scope, and methodologies are not fully defined at the outset and are refined as analysis progresses.
  • Exercises delegated expert authority to make analytical determinations and establish conclusions that are implemented without further technical or policy review, except where statutory or executive-level approval is required.

  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • An advance degree in International Relations, Middle East Studies/history, or related field is desirable.
  • Incumbent must be able to handle stressful, "do it now" situations on a daily basis and must often work extended hours to meet immediate, urgent request from the Division Chief, JS Director, or Commander/Deputy/Chief of Staff.
  • Work may occasionally require travel overseas to remote locations within the CENTCOM AOR where heightened security measures are required.
  • Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in (Cont'd)
  • (Cont'd) Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive (special sensitive, critical sensitive, or non-critical sensitive) (Cont'd)
  • (Cont'd) positions presents a clear threat to the mission of USCENTCOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if (Cont'd)

Qualifications

CONDITIONS OF EMPLOYMENT CONT'D:
This is a Term position: NTE 13 Months with option to extend up to 5 years ; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 3 calendar days may be required prior to appointment to this position.

QUALIFICATIONS:
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Management and Program Analysis Series 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of international agreements; United States (U.S.) statutes, regulations, policies, and procedures governing Foreign Military Sales (FMS) and Security Assistance (SA) programs, applied with delegated authority to serve as the principal expert analyst for programs of exceptional scope, complexity, and strategic importance, including the translation of legislative and national-level policy requirements into executable program frameworks and implementation models used by multiple organizations. Comprehensive knowledge of administrative, acquisition, and programmatic laws, policies, regulations, and precedents applicable to FMS/SA programs, sufficient to evaluate proposed, new, or revised legislation and assess projected impacts on program governance, resources, execution, and strategic outcomes, and to develop authoritative analytical recommendations for senior leadership decision-making. Expert knowledge of the interrelationships among program management (planning, budgeting, financial management, review and analysis), acquisition, logistics, contracting coordination, training, and product support, applied at the enterprise level to integrate and evaluate all elements of program execution and to establish precedent-setting analytical interpretations and implementation approaches relied upon by multiple organizations. Expert knowledge of geopolitical, political-military, economic, and security factors affecting partner nations and regions, and the ability to integrate these factors into enterprise-level analytical conclusions and recommendations that shape FMS/SA policy, governance, and execution across multiple commands, agencies, and external stakeholders.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Expert knowledge of U.S. statutes, international agreements, and national-level policies governing security cooperation and foreign
    military sales, including the ability to translate legislative and policy requirements into executable program frameworks and
    implementation models.
  • Expert knowledge of advanced qualitative and quantitative analytical methods sufficient to design and conduct extremely broad, open-ended studies of complex programs and management processes where scope, objectives, and methodologies are developed as analysis progresses.
  • Expert knowledge of program governance and enterprise program management principles, including budgeting, financial management, acquisition, logistics, contracting coordination, and performance evaluation, as applied across multiple organizations or programs.
  • Expert knowledge of the political, military, economic, and security factors affecting international defense programs and the ability to integrate these factors into enterprise-level analytical conclusions and recommendations.
  • Ability to plan, organize, and direct interdisciplinary analytical teams conducting complex studies, including assigning work, determining methodologies, integrating findings, and presenting authoritative conclusions to senior leadership.
  • Ability to establish precedent-setting analytical interpretations, guidance, or implementation approaches that are relied upon by multiple organizations to resolve complex programmatic or policy issues. Ability to negotiate and influence senior leaders and stakeholders to accept and implement expert analytical recommendations involving substantial resources, significant procedural change, or competing organizational interests.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
