ABOUT THE ROLE:
We are seeking a Foreign National Integration Specialist to support the US Space Force classified enterprise. This is a hands-on role focused on the execution and sustainment of integrating approved Foreign National (FN) partners in USSF Sensitive Compartmented Information Facilities (SCIFs) and other classified spaces.
The Foreign National Integration Specialist will work under the direction of the SSO and senior security leadership to support SCIF operations, inspections, documentation, and compliance activities surrounding the ongoing requirement for FNs to work alongside their US. Counterparts. Secondarily, you will act as a critical link to headquarters-based security discipline experts by collecting operational data and providing field insights that inform the development of new security policies, processes, and digital products. As the command expert, the incumbent manages the release of classified and controlled unclassified information (CUI) to foreign governments and ensures that non-U.S. personnel and Second Party (2PI / 2PL) Integrees are managed in strict accordance with Intelligence Community (IC) standards.

KEY RESPONSIBILITIES:
1. Foreign Disclosure & Technology Transfer
- Authority & Guidance: Serves under the ISE INFOSEC SME as the disclosure authority for the release of classified and CUI weapons systems, technologies, and information to foreign governments and international organizations
- Policy Development: Plans, develops, and implements foreign disclosure procedures to include 2PI/2PL Integree, Military Personnel Exchange Program and Foreign Liaison Officer (MPEP/FLO) cohabitation within SCIFs. Provides direction to an established network of FIELDCOM SSOs across all USSF bases.
- Risk Assessment: Conducts risk assessments on the effects of industrial or military technology transfer. Evaluates partner capabilities and interoperability in the context of National Disclosure Policy (NDP-1)
- Subject Matter Expertise: In the integration of Cleared FN mission partners and their ability to operate in USSF SCIFs. Represents ISE during MPEP / FLO program reviews with SAF/IA, the Air Staff, US embassy officials, and foreign attaches / officials
2. Personnel Security & Access Control
- SCI Eligibility: Implements ICD 704 (Personnel Security Standards and Procedures for Access to SCI) to ensure all FN personnel meet the rigorous standards for access to highly sensitive information
- Waiver Management: Manages and processes FN waiver requests for access to SCI in accordance with ICS 704-02, ensuring any deviations from standard security criteria are properly justified and mitigated
- Foreign Access: Administers ES-2016-00816 to manage Second Party Integree access to the IC Information Environment, ensuring coalition partners are integrated into the mission without compromising security
3. International Visit & Integree Management
- Foreign Visit System (FVS): Coordinates all international visits throughout the command with the respected FEILDCOM SSO. Prepares approval/denial positions and manages visit requests originating from the FVS in accordance with AFI 16-201
- Distinguished Visitors (DV): Controls all international DV visits to HQ USSF. Researches and prepares background information for commanders and synchronizes mission briefs to ensure appropriate disclosure approval
- Policy Mastery: Comprehensive understanding the following regulatory frameworks:
- Personnel: ICD 704, ICS 704-02, ES-2016-00816
- Physical: ICD 705, ICS 705-01, ICS 705-02, Tech Specs for SCIF Construction
- Systems & Integration: ICS 503-04
- Strategic Thinking: Ability to create innovative solutions to program challenges by requesting and justifying exemptions from existing policies while remaining sound from a technical and program perspective
- Communication: Exceptional ability to provide guidance, training, and checklists to field offices and senior leadership regarding complex security and disclosure protocols. Work closely with Foreign Disclosure Officers to obtain guidance on updates and changes to policies and procedures

- Clearance: Active Secret security clearance is required, with the ability to be granted an Interim Top Secret (TS) and subsequent SCI eligibility. Candidate must be a United States citizen and capable of maintaining eligibility up to the Top Secret/SCI level within 45 days of hire.
