This position supports the Foreign Military Sales - Army Case Execution System (FMS-ACES) product office, part of the Acquisition, Training & Readiness (AT&R) Program Management Office.
FMS-ACES is a cloud-based software platform designed to modernize the U.S. Army's management of foreign military sales. It replaces the legacy 30+ year-old Centralized Integrated System-International Logistics (CISIL), which was a COBOL-based system non-compliant with modern audit standards. The program aims to make Army security assistance more agile, efficient, and auditable. By transitioning to a low-code, cloud-based platform, the Army intends to keep pace with evolving global security needs and provide senior leaders with integrated data for better decision-making.

Job Description:
- Works as a liaison between the FMS-ACES Program Management Office, Stakeholder Community and the agile development team to elicit, refine, and document functional and non-functional requirements
- Facilitates requirements gathering sessions, user interviews, and process mapping workshops to identify pain points and business opportunities
- Translates business needs into clear, actionable user stories and acceptance criteria within the product backlog; collaborates with the Product Owner to prioritize backlog items
- Defines, analyzes, and validates business requirements to ensure technical solutions align with operational goals and client outcomes
- Engages with developers, testers, and UI/UX designers to ensure requirements are accurately understood and implemented throughout the sprint cycle
- Assists in sprint planning and backlog grooming, ensuring deliverables are traceable to client needs and program objectives
- Participates in sprint reviews and demonstrations to validate functionality and collect client feedback for continuous improvement
- Supports documentation and configuration management processes to maintain traceability between requirements, test cases, and delivered functionality
- Contributes to process improvement initiatives within the agile team to enhance collaboration, transparency, and delivery efficiency
Requirements
- Active Secret Clearance is mandatory
- Experience supporting a Project Management Office (PMO) operations team within the Department of the Army is highly preferred
- Experience in Agile methodology
Place of Performance:
- The contractor will follow a hybrid work environment for the Place of Performance:
- On-site performance of services by the Contractor at Government facilities shall be accomplished primarily in northern Virginia, when required.
