We are seeking a highly motivated and results-oriented Program Engineering Manager (PEM) II to lead the engineering execution of critical Tactical Data Link (TDL) programs within our Adaptive Communications & Sensing (AC&S) product line. Based in Wayne, NJ, you will play a pivotal role in delivering innovative solutions that empower our customers and safeguard our nation.
As PEM, you own the technical success of your programs, driving cross-functional teams to deliver solutions on time, within budget, and to the highest quality standards. You'll be a key technical leader, bridging the gap between engineering, program management, and executive leadership. Your expertise will be instrumental in shaping the technical vision, proactively mitigating risks, and ensuring the delivery of cutting-edge capabilities. Full-Time Salary Range: $153377 - $260743
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.

What You'll Do:
- Lead & Mentor: Build, develop, and inspire a high-performing engineering team to deliver innovative solutions. The PEM is accountable for all aspects of program initiation, planning and execution (cost, schedule, technical performance, quality, customer engagement, etc.) and ensuring program engineering commitments are met.
- Program Execution: Oversee all engineering aspects of assigned programs, ensuring adherence to cost, schedule, and technical performance targets - driving projects to efficient and expedient closure as well as ensure assigned projects meet financial commitments (near and long term) via effective planning, risk management, and monitoring & control.
- Strategic Collaboration: Partner with Program Management, the Chief Engineer, and functional teams to define technical roadmaps, resolve critical challenges, and deliver products / systems that meet our customer needs.
- Risk Management: Proactively identify, assess, and mitigate technical risks, ensuring program resilience.
- Stakeholder Management: Serve as the primary technical point of contact for both internal and external stakeholders, building strong relationships and ensuring clear communication.
- Process Improvement: Continuously improve engineering processes and methodologies to accelerate program execution and enhance quality.
Required Education, Experience, & Skills
- Ability to obtain a Secret Security Clearance. (US Citizenship Required)
- Bachelor's Degree in Science, Engineering, or Math + 10-12 years of relevant engineering experience (or Master's + 8-10 years). [Adjust ranges based on desired seniority]
- Demonstrated experience leading cross-functional teams in the development and execution of complex engineering programs. Strong team building skills that enable collaboration and coordination within and across teams, functions, and other business units.
- Strong understanding of Earned Value Management Systems (EVMS), Cost Account Manager (CAM), and program scheduling / development/baselining experience.
- Providing the coordination between resource managers/supervisors and the program team for staffing needs
- Project engineering management including organizational design, planning, estimating, design management, and product verification.
- Experience leading diverse multi-disciplinary teams in the solution of complex technical problems.
- Demonstrated leadership skills (soft skills, strategic thinking, business acumen, building teams, building customer relationships, leading the entire engineering team).
- Monitoring the project to ensure work scope, schedule, and budget are well defined, maintained, and met
- Defining, generating, and reviewing project requirements and documentation
- Proven ability to identify, assess, and mitigate technical risks.
- Excellent communication, presentation, and interpersonal skills.
- Proven track record of taking ownership and driving projects to successful completion.
- Self-starter with a proactive and results-oriented mindset.
Preferred Education, Experience, & Skills
- 5+ years' experience as a Program Engineering Manager (PEM) or Technical Project Manager.
- Knowledge of defense contract types.
- Experience in all phases of the program life cycle and work on various contract types.
- Demonstrates business acumen and presence at the leadership level
- Project Management Professional (PMP) certification.
- Experience in developing product roadmaps.
- Experience in proposal development activities and capturing new business.
- Performing or guiding technical studies to refine project requirements
- Domain Knowledge: communication solutions experience
- Ability to obtain a Top Secret / SCI level of clearance
