As a Security Cooperation (SC) Analyst you will be responsible for the following duties:
  • Serves as the Security Cooperation Analyst for the U.S. Military Group Foreign Military Sales (FMS) program. These programs include foreign military sales (FMS) case and training management, logistics support, program monitoring, and evaluation and planning of the CAF's military capabilities and requirements.
  • Provide oversight of U.S. security cooperation to ensure it supports U.S. regional strategy, goals, and objectives.
  • Maintain a continuing dialogue with appropriate USG agencies, Unified Commands.
  • Provide budgetary guidance and resource requirements to DSCA resource managers for inclusion in the overall USMILGP budgets.
  • Serves as one of the acting in-country principals interfacing with the host nation on all security cooperation matters.
  • Support all personnel in the USMILGP working on applicable security cooperation matters.

  • Basic-level certification - This is a Proficiency Level 1 position designated as such in accordance with the (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements
  • Incumbent must complete DoD SCW Basic-level certification courses within one year of entering the SC position. In addition, 40 hours of continuing education (CUE) every two years.

  • Tour of Duty Length 36 Months Unaccompanied/Accompanied
  • Call back and emergency duty are regular requirements of this position.
Qualifications

Specialized experience required for this position is: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Providing oversight and in-country management support for the USMILGPs FMS program, with an emphasis on security cooperation. These programs include foreign military sales (FMS) case management; training management; logistics support; program monitoring: and evaluation and planning of the CAF's military capabilities and requirements. Maintaining a continuing dialogue with appropriate agencies, coordinating and arranging visits, and coordinating and supervising Program Management Reviews and In-Process Reviews.
  • Performing work conscientiously, coordinating and supervising Program Management Reviews and In-Process Reviews checking others' work, ensuring data integrity, and maintaining high quality standards. Has the ability to express information clearly and convincingly, both orally and in writing, is essential for a diverse audience, including senior leadership and external stakeholders. Shows a high degree of independent judgment is needed to adapt to changing conditions, anticipate interrelationships among functions, and develop innovation solutions.

  • Serves as the Security Cooperation Analyst for the USMILGPs Foreign Military Sales (FMS) program. These programs include foreign military sales (FMS) case and training management, logistics support, program monitoring, and evaluation and planning of the military capabilities and requirements. Provide oversight of U.S. security cooperation with the host nations Armed Forces to ensure it supports U.S. regional strategy, goals, and objectives. Maintain a continuing dialogue with appropriate USG agencies, Unified Commands. Provide budgetary guidance and resource requirements to DSCA resource managers for inclusion in the overall Canada and DSCA budgets. Serves as one of the acting in-country principals interfacing with the Armed Forces and host nation on all security cooperation matters. Support all personnel in USMILGP working on applicable security cooperation matters.

INFORMATION FOR OVERSEAS: Overseas tour of duty for is projected to be 36 Months.
You may be required sign a Transportation Agreement.

- Incumbent may be subject to the 5-year foreign area limitation according to the DoDI 1400.25-V1230, dated 26 July2012.

- Applicants who are currently stationed overseas, must have enough time to meet the initial tour stated above.

Applicants who have returned from an overseas tour, and have not been physically present in the United States (CONUS) or Non foreign area for 2 continuous years, may require a waiver. NOTE: If you have not completed 5 years overseas and return to a CONUS assignment, that time spent overseas counts towards the 5 year limitation, unless you have been in the States for at least 2 continuous years.

- Medical Care: Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. Consequently, host nation medical facilities may be the only care available. The availability and level of care at host nation medical facilities will vary by location.

- Applicants hired from the Continental United States (CONUS) and their family members (who are US citizens) are required to obtain Official Passports prior to departure to the overseas area.

- May be subjected to a variety of environmental conditions typical of the overseas areas in which traveling, to include the potential for exposure to acts of terrorism.

- Payment for travel and transportation expenses may be authorized. This includes government paid travel
transportation, shipment and temporary storage of household goods, and possibly other entitlements based
upon the JTR and agency policy. You may be required to sign a transportation agreement. Most civilian permanent change of station travel entitlements are taxable.
