Job Summary
This role oversees day-to-day security operations & personnel assigned to a designated shift across multiple technical security functions. It provides direct supervision to Access Control, Visitor Control, Security Communications Center, and Construction Surveillance staff, ensuring consistent execution of access control, communications/dispatch, & construction surveillance activities in accordance with government and site-specific requirements. It's responsible for assigning work, monitoring performance, & addressing operational & personnel issues as they arise during the shift. This position exercises independent judgment in responding to incidents, enforcing procedures, and maintaining continuity of operations. The role has significant input into personnel decisions, including hiring, discipline, performance management, & termination recommendations, & is expected to provide ongoing feedback on employee performance & conduct.
Position requires an active TS/SCI clearance. A CI Polygraph is acceptable pending receipt of a Full-Scope Polygraph, consistent with contract requirements and government approval.
U.S. or Naturalized citizenship is required.
This position is contingent upon contract award, This role will be on site at Kunia/Wahiawa, Hawaii.

Responsibilities
- Lead, supervise, and evaluate Access Control Specialists (ACS), Visitor Control Specialists (VCC), Security Communications Center Specialists (SCC), & Construction Surveillance Technicians (CST) personnel, including assigning posts, directing work activities, confirming readiness, approving schedules and breaks, and ensuring compliance with operational standards and contract requirements.
- Oversee shift execution of access control, visitor processing, communications/dispatch, and construction surveillance operations, ensuring all functions meet government, customer, and company policies.
- Coordinate and direct responses to alarms, incidents, emergencies, and security anomalies; make time-sensitive decisions regarding personnel deployment, escalation protocols, reporting, and notifications to government stakeholders.
- Perform shift-level administrative tasks, including shift logs, incident reports, daily activity summaries, attendance/time approval, credential and key tracking reviews, and compliance documentation.
- Ensure regulatory and procedural compliance by auditing adherence to clearance requirements, post orders, Construction Security Plans (CSPs), access control SOPs, dispatch procedures, and screening standards; identify and correct deficiencies.
- Support resource readiness, monitoring availability and operability of radios, alarms, dispatch systems, screening equipment, keys, credentials, and protective/security equipment; report deficiencies promptly.
KSAs (Knowledge, Skills, and Abilities)
- Knowledge of government access control requirements, visitor control procedures, ICD 705 requirements, SCIF construction/access standards, and dispatch/communications protocols.
- Familiarity with enterprise access control systems (e.g., Lenel, AMAG), Video Management Systems (VMS), and government visitor access protocols.
- Ability to supervise cleared technical personnel across multiple specialized functions.
- Skill in incident response coordination, emergency communications, and decision-making under pressure.
- Ability to interpret and enforce SCIF/secure facility policies, Construction Security Plans (CSP), SOPs, and government directives.
- Strong administrative skills, including documentation, shift reporting, and compliance recordkeeping.
- Excellent verbal and written communication skills.
- Ability to provide coaching, performance feedback, and corrective action when necessary.
Minimum Qualifications
- H.S. Diploma or General Education Degree (GED) Required
- Associate's Degree (AA) Criminal Justice, Security Management, Public Safety, or related field Preferred
- 3+ years physical security experience in a government or cleared environment OR 3+ years military or law enforcement experience in a security-related capacity. Required
- 2+ years supervisory or site lead experience within a secure or classified environment. Required
- Experience in access control, visitor control, dispatch/communications, construction surveillance, or related protective security functions in a government or cleared environment Required
- Active TS/SCI clearance with Polygraph, CI Poly acceptable with CCA approval pending Full-Scope Polygraph, consistent with contract requirements. Must maintain eligibility.
- Government-Approved Security Leadership Training - Must complete prior to assignment.
- Prior work in protective security, surveillance, inspection, or cleared construction environments.
- Valid State-Issued ID or Driver's License, 18+ years of age.
