Description
Leidos' Digital Modernization group is seeking a Senior Network Engineer in support of the Compartmented Enterprise Services Office (CESO). You will serve as the principal subject matter expert for network architecture, engineering, and operations in complex, multi-system environments. This role provides enterprise-level technical leadership for network integration and modernization efforts, drives adoption of advanced networking and cloud technologies, and influences technical direction across programs while mentoring other engineers.
With the CESO program, the Defense Information System Agency (DISA) is looking to transform the existing Secure Web Services (SWS) environment, which provides secure information sharing to the community, into a more mature service offering to meet the DoD and intelligence communities. As part of this task order, Leidos will manage the commercial cloud migration and disestablishment of legacy systems, fully automate the continuous development & continuous integration environment, fourth estate consolidation, professionalize services – ITIL/DevSecOps based processes, improve the customer experience 1st call resolution, and achieve development of a service catalog for Defense Working Capital Fund (DWCF) Model.
This position is in Arlington, VA 100% on-site with occasional/situational travel.
U.S. citizenship with an active TS/SCI clearance and ability to obtain a CI Poly is required.

Primary Responsibilities
- Serve as the principal SME for network architecture, engineering, and operations across complex, multi-tenant environments, providing enterprise-level technical leadership for network integration, consolidation, and modernization efforts to deliver secure, scalable, and resilient solutions aligned with customer and Leidos standards.
- Lead the design, implementation, and upgrade of advanced network architectures and engineering changes, including development and review of complex technical implementation plans (actions, milestones, timelines, and critical paths), while diagnosing and resolving the most complex issues related to network hardware, software, and systems in distributed environments.
- Engage directly with senior customer stakeholders, vendors, and cross-functional teams to shape, analyze, and validate business and technical requirements (e.g., new circuits and advanced network services), communicate risks and trade-offs, and influence technical and business decisions critical to mission outcomes.
- Drive the evaluation of current and emerging networking and cloud technologies, conduct technical assessments, and provide strategic recommendations that inform roadmaps, investment decisions, and continuous improvement of enterprise network and security posture.
- Partner with internal and external stakeholders to de-conflict engineering efforts, identify innovation opportunities, improve efficiency, and enhance interoperability and operability, while leading the creation and maintenance of technical briefings, engineering standards, SOPs, technical guidance, and status reports for senior leadership and governance forums.
- Provide technical mentorship and guidance to mid-level and junior engineers, setting expectations for engineering rigor, documentation quality, and operational excellence, and take end-to-end ownership of complex engineering projects and workstreams to ensure high-quality, on-time delivery aligned with contract, program, and mission priorities.
- Demonstrate deep hands-on expertise with Cisco switches and routers, Palo Alto firewalls, Site-to-Site (S2S) connections, Dynamic Multipoint VPNs (DMVPNs), advanced routing (BGP), and AWS network design and implementations including Virtual Private Clouds (VPCs), Route 53, and Amazon firewall services.
- Exercise sound technical judgment in high-impact situations, applying in-depth knowledge of security domains, industry best practices, business continuity, disaster recovery, and emerging networking and cloud security technologies, and operate as a self-starter with minimal direction, leveraging ITIL Foundation principles to inform operational processes
Basic Qualifications:
- Bachelor’s degree in a related technical field and typically 12–15+ years of prior relevant experience, or a Master’s degree with 10–13+ years of prior relevant experience (a Doctorate in a technical domain may substitute for some experience).
- Active DoD TS/SCI security clearance, with eligibility to obtain and maintain a CI polygraph.
- IAT Level II Baseline Certification (e.g., CCNA Security, CySA+, GICSP, GSEC, Security+ CE, CND, SSCP).
- Proven ability to explain highly technical topics to non-technical audiences, including senior leadership and mission stakeholders, and to influence technical and business decisions.
- Excellent verbal and written communication skills, including experience creating executive-ready technical briefings and documentation.
- Strong, hands-on technical depth in network services and architecture (WAN, LAN, VPN) across on-premises and cloud environments, with extensive experience designing, implementing, and troubleshooting solutions using Cisco switches and routers, Palo Alto firewalls, and AWS networking services (VPCs, Route 53, Amazon firewall services).
Preferred Qualifications:
- Prior experience supporting DISA and/or DISA mission partners and navigating DoD network, security, and accreditation processes.
- Proficiency designing and operating cloud-hosted and hybrid network environments and architectures at scale.
- Master’s degree in Information Technology, Cybersecurity, or a related technical field.
- Experience providing technical leadership on large programs, enterprise network modernizations, or major proposal efforts.
