Change Management Consultant
Overview
We are seeking a Change Management Consultant to support a Scaled Agile Framework (SAFe) team delivering a mission-critical, end-to-end HR system for a federal client. This role will focus on driving user adoption, stakeholder engagement, and organizational readiness across a range of change initiatives.
Key Responsibilities
Support and execute change management strategies within a SAFe Agile environment
Conduct stakeholder analysis and develop engagement strategies
Perform change impact assessments and readiness evaluations
Develop and implement:
Communication plans
Training strategies and materials
Adoption and engagement plans
Apply human-centered design and design thinking methodologies to improve user experience and adoption
Partner closely with product owners, developers, and business stakeholders to align change efforts with delivery
Facilitate workshops, working sessions, and stakeholder meetings
Track and report on adoption metrics and change effectiveness
Required Qualifications
Active Top Secret (TS) clearance
3–4 years of experience in change management, organizational transformation, or related field
Experience supporting Agile or SAFe environments
Strong understanding of:
Stakeholder engagement
Change impact analysis
Communication and training development
Excellent communication and facilitation skills
Ability to operate in a fast-paced, client-facing environment
Preferred Qualifications
Experience supporting HR systems or enterprise system transformations
Familiarity with Prosci, ADKAR, or similar change management frameworks
Experience with design thinking methodologies
Scrum Master certification or interest in growing into that role

Compensation and Benefits
Rate: $55-65/hr (Compensation is determined by various factors, including but not limited to location, work experience, skills, education, certifications, seniority, and business needs. This range may be modified in the future.)
