Systems Transition Lead

As the Systems Transition Lead for PMW-200, this role is responsible for leading the strategic planning and execution of enterprise-level transitions from legacy Naval Aviation logistics IT systems to modern Product Lifecycle Management (PLM) platforms. The position conducts comprehensive assessments of current-state systems and develops integrated transition architectures, schedules, and governance frameworks aligned with NAVAIR's Digital Transformation objectives. This role manages cross-functional government and industry teams to execute system modernization activities, including requirements definition, design reviews, testing, and operational cutover while actively mitigating program risks. Additionally, the Systems Transition Lead drives change management, user adoption, and long-term sustainment strategies to ensure seamless integration, operational continuity, and measurable improvements in logistics performance and cost efficiency.

Roles & Responsibilities:
  • Lead the strategic planning, design, and execution of enterprise-level transition plans to migrate legacy logistics information technology systems (e.g., legacy maintenance, supply, and sustainment databases) into modernized Product Lifecycle Management (PLM) platforms and associated digital engineering environments.
  • Conduct comprehensive assessments of current-state legacy logistics IT systems, including gap analyses, data mapping, interface evaluations, and risk identification to inform modernization roadmaps aligned with NAVAIR's Digital Transformation and Naval Aviation Enterprise goals.
  • Develop detailed transition architectures, schedules, resource plans, and performance metrics in coordination with all stakeholders to ensure seamless integration of PLM capabilities with existing and future Naval Aviation logistics processes.
  • Manage cross-functional project teams, contractors, and government stakeholders to execute transition activities, including requirements definition, system design reviews, configuration management, testing, validation, verification, and operational cutover
  • Oversee change management, user adoption, and training programs to facilitate organizational transition from legacy processes to PLM-enabled logistics operations, minimizing operational disruption and maximizing end-user proficiency.
  • Identify, mitigate, and track program risks, issues, and dependencies; develop contingency plans; and provide regular executive-level briefings and status reports.
  • Evaluate emerging logistics IT technologies, industry best practices, and commercial PLM solutions to recommend continuous improvement opportunities and future-state enhancements that support Naval Aviation sustainment objectives.
  • Collaborate with contracting officers, program managers, and financial managers to develop acquisition strategies, statements of work, and budget justifications required to support transition initiatives.
  • Establish and maintain governance processes for post-transition sustainment, including key performance indicators (KPIs), system health monitoring, and lessons-learned documentation to drive long-term operational efficiency and cost savings.

Basic Qualifications
  • BS Degree in STEM
  • 10+ years of experience
  • Experience with On-prem/Cloud Enterprise Application Systems & Siemens Teamcenter required
  • Must be a US Citizen with Secret Clearance or ability to obtain and maintain

Preferred Qualifications
  • MBSE / Additive Manufacturing experience
  • Experience supporting Navy Aviation programs
  • Experience supporting AvPLM
