Job Description
Zachary Piper Solutions is seeking a Policy Analyst to support mission-critical advisory and analytical services to Department of Defense and federal civilian agencies. This position is hybrid in Washington, DC . The Policy Analyst will provide policy, programmatic, and analytical support across the Department of the Air Force enterprise to ensure effective planning, programming, and execution of FSRM resources. This role directly supports infrastructure readiness and enables warfighter mission success through compliant, data-driven facilities investment decisions.

Responsibilities for the Policy Analyst include:
- Provide analytical support for developing and executing training related to FSRM programming policy, approval processes, and governance, and recommend modeling and analytical opportunities to improve policy, planning, programming, and execution.
- Coordinate, consolidate, develop, and maintain Operations and Maintenance (O&M) governance and programmatic documentation, including Department of the Air Force directives and guidance (DAFIs, DAFMANs, UFCs, policies, procedures, and trip reports), ensuring compliance with statutory and regulatory requirements.
- Review, analyze, develop, coordinate, staff, and track FSRM project approval request packages, including DD Form 1391s, cost estimates, drawings, maps, facility board minutes, and other supporting documentation across Headquarters Air Force, AFCEC, AFIMSC, MAJCOMs, and Secretariat organizations.
- Develop, coordinate, staff, and track congressional notification and approval packages for O&M-funded construction and repair projects in accordance with 10 U.S.C. §§ 2805 and 2811 and applicable NDAA authorities.
- Track enterprise-wide FSRM program execution and individual project status; perform trend and portfolio analysis, identify risks and areas of concern, and develop data-driven recommendations and leadership briefings for Department of the Air Force, OSD, and congressional stakeholders.
Required Qualifications for the Policy Analyst include:
- 5+ years of experience supporting facilities, infrastructure, construction, or FSRM programs within the Department of Defense or federal government.
- Experience with DoD or Department of the Air Force programming and budgeting processes, including FSRM, O&M funding, DD Form 1391s, and congressional notification requirements.
- Strong analytical, writing, and coordination skills with the ability to develop policy documents, action plans, briefings, and senior-level decision support materials.
- Bachelor's degree in engineering, construction management, public administration, business, or a related field.
- Active Secret security clearance required
Compensation for the Policy Analyst include:
- Salary Range: $110,000 - $145,000 **depending on experience**
