Department Summary:
MITRE's Strengthen Coalition Capabilities (N156) Department is seeking a highly motivated and experienced individual to fill the position of Japan Aerospace Defense Ground Environment (JADGE) Task Lead. This role is located at the MITRE Site in Tokyo Japan working through the JADGE Foreign Military Sales (FMS) project with the Japan Air Self Defense Force (JASDF). This is a nominal 4-year assignment with MITRE relocation and expatriate benefits facilitating moving of the selected employee and their family to live in Tokyo Japan. This individual will work and represent MITRE in an extended team environment consisting of MITRE employees, US Government employees and contractors, US military, as well as Japan military and Japanese contractor. Successful candidates will lead the execution of the task to develop recommendations in mission performance, operational enhancements, growth requirements, and Joint/Bilateral integration and interoperability for Air Defense, BMD, and IAMD capabilities. Successful candidates should be capable of exercising their skills by delivering high quality technical products, coordinate staffing and task execution, collaborate with the regional PLs within N156, and reach across MITRE to support solving multi-faceted international challenges impacting the US and coalition mission effectiveness. The role is open today and we are seeking a candidate to start as soon as feasible.

Roles & Responsibilities:
- Provide technical support to the JASDF in the sustainment and upgrade of their Air Defense (AD) and Ballistic Missile Defense (BMD) operational capabilities and systems.
- Develop vision and strategy to transition from independent AD and BMD systems to an Integrated Air and Missile Defense (IAMD) capability.
- Provide systems engineering support including concept development, requirements definition, system performance analysis, and investigation into technologies and concepts for system improvement.
- Develop and deliver products that include recommendations to ensure network and tactical data link interoperability.
- Develop and deliver products that include vision, strategy and recommendations for implementing joint (Japan-only Self Defense Forces), bilateral, and coalition Joint All Domain Command Control (JADC2).
- Engage and coordinate with JASDF organizations and sponsors, as well as key US DoD stakeholders.
Basic Qualifications:
- At least 2 years of task leadership experience on a large or complex project.
- Has at least 3 years' experience working on international related projects.
- Typically requires a minimum of 10 years of related experience with a Bachelor's degree in engineering, Physics, Mathematics, or related field; or 8 years and a Master's degree; or PhD with 5 years' experience; or equivalent combination of related education and work experience.
- Must be a U.S. citizen holding a U.S. DoD Top Secret clearance with the ability to obtain and maintain a TS/SCI clearance.
- Ability to leverage systems analysis- technical and functional skillsets, maintain relationships with internal and external government representatives.
- Demonstrated willingness to be responsible for work and customer relationship development. This will include driving the proper balance of product depth with timeliness, and technical improvements with programmatic constraints, even when hard compromises are required.
- Must have domain knowledge and/or experience in some of the following areas:
- Integrated Air and Missile Defense (IAMD)
- Air Defense and/or BMD system functionality
- Radar processing and tracking for aircraft, cruise missile and/or ballistic missiles
- Air defense and/or ballistic missile defense operations
- Tactical data links, including Link-16
- Network Enabled Weapons (NEW)
- INDOPACOM allied operations and Joint Fires Network (JFN)
- Joint All Domain Command Control (JADC2)
- IAMD modeling and simulation for technical analysis (e.g. EIMS, AFSIM, etc.)
- Application of Artificial Intelligence (AI) to Command and Control (C2) and IAMD missions
- Application of modern software acquisition and development processes for real-time C2 or weapon systems
- Strong collaborator who partners effectively across international portfolio, with other centers, the division and other divisions and tech centers.
- Desire to work and live in a Japanese language environment.
- This position requires a minimum of 50% hybrid on-site
- P er the U.S. Government's eligibility requirements, you must be a U.S Citizen to be considered for a security clearance.
Preferred Qualifications:
- At least 2 years of project leadership experience on a large or complex project.
- Advanced degree in related field and 10+ years applicable experience; or equivalent combination of related education and work experience.
- Ability to work autonomously in a dynamic, fast-paced, and politically sensitive environment with minimal direct supervision. Experience leading a distributed team.
- Operational knowledge in the following areas: Joint Doctrine, Concept of Operations Development, Interoperability Standards and Mandates.
- Experience with Security Cooperation or Foreign Military Sales programs and understanding of International Traffic in Arms Regulations (ITAR).
- Demonstrated commitment to continuous learning, innovation, and engineering excellence
- Demonstratable leadership, collaboration and interpersonal skills.
- Ability to work with stakeholders to achieve consensus.
- Strong technical, verbal and written skills with ability to clearly identify and communicate key information.
- Experience working with international partners or equivalent experience in related collaborative and cultural skillsets.
- Knowledge of US Joint and unified command theater operations.
