• Executes contracting actions for supplies, services (including construction and architect-engineer), utilities, and agreements using all authorized contracting methods and contract types, including fixed price and cost reimbursement contracts.
• Serves as Contracting Officer for high-dollar, complex, or otherwise sensitive contracts of significant special interest.
• Exercises comprehensive authority through the acquisition lifecycle throughout the issuance of Contracting Officer Decisions (CODs) and contract modifications.
• Manages the District's contracting program for single and multiple purpose civil works water resources projects; military design and construction projects, interagency and international services (IIS).

• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• Position requires Temporary Duty Travel (TDY) up to 25% of the duty time.
• Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
• This is a Critical Acquisition Position. Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
• Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area. Contracting Professional Certification must be met within 3 years.
• This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Basic Requirement for Supervisory Contract Specialist (PROC ANLYS):

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes 1) Leading a team of contracting professionals by planning and directing work, setting priorities, and providing technical oversight on complex procurement actions; 2) Developing acquisition strategies and providing authoritative advice to senior leadership on procurement policy, contract administration, and the resolution of high-value contract disputes or bid protests; 3) Directing the full range of contracting functions (pre-award, award, post-award) for complex and high-dollar value requirements, such as those for construction, architect-engineer services, or environmental remediation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
