BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
0801/0810/0830/0850: A Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts with your application.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery and skill in applying advanced concepts, principles and practice of a wide range of engineering project management disciplines sufficient to manage planning, design, monitoring, and evaluating of complex programs and projects. Experience of professional engineering or architectural concepts, principles, and practices applicable to project management responsibilities sufficient to allow the incumbent to serve as a technical authority and resolve unusually difficult engineering problems and issues. Experience of current operational requirements enabling review, evaluation, modification, and approval of project plans, designs, and specifications, ability to apply such regulations to determine eligibility of projects for funding, and to recommend funding. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. 3. Knowledge of current U.S. laws and regulations, as they pertain to Facility Engineering.
4. Knowledge of standard programming, budget, and funding processes.
5. Ability to forecast, develop, and evaluate resource requirements pertaining to assigned project(s), and develop concise written technical information appropriate for any specific audience.
6. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government and industry

- As an AFCEC Project Manager (PM), executes projects for substantial new construction, renovations, and improvements for real property facilities, encompassing highly specialized or unique requirements, in accordance with all DoD, Air Force, international agreements, and applicable host nation laws and regulations.
- Collaborates with engineers, scientists, and other expert personnel at federal agencies, higher headquarters (HQ USAF, AF MAJCOMs, and FOAs) installation organizations, host nation agencies, other military services, and private organizations to ensure effective identification, evaluation, and provide a unique solution to complex engineering project management issues.
- Provides resource management support.
- Provides technical expertise to activities, staff, installations, and other organizations in order to resolve difficult/unusual facilities planning, design, construction, and/or maintenance problems/issues.
