Job Description

Duties
Help
  • Serves a supervisory project manager, plans and executes oversight of general crimes investigations and special assignments in response to requests from the Inspector General (IG), and the Secretary of War.
  • Supervises a team of investigative review specialist responsible for planning and executing comprehensive projects on the effectiveness and efficiency of DoW-wide programs.
  • Develops data collection methodologies to identify strengths and weaknesses, analyzes, and assesses the ramifications of identified problem areas and recommends actions for correction and prevention of future similar problems.
  • Establishes and maintains liaison, consults, and coordinates with DoW senior officials, staff members of law enforcement organizations, and with DoW program managers.
  • Provides expert advice to the DIG-EVAL, OIG senior executives and staff as well as DoW leaders and managers concerning the planning, development and execution of DoW and OIG policies and programs.

  • Position has been designated as Critical Sensitive. Incumbent is required to obtain and maintain a Top Secret security clearance.

  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoW OIG.
  • Current DoW civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoW Standards of Conduct.
Qualifications

Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service.

Specialized Experience: Applicants must have one year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13 or equivalent) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Extensive experience in researching, planning, directing, and managing general criminal investigations and program evaluations; coordinating oversight matters with other Federal, state, local and foreign law enforcement and security agencies. Has thorough knowledge of criminal, civil, administrative, and contract law including the Uniform Code of Military Justice; investigative techniques; rules of evidence; laws and regulations. Skill in program analyses and methodology, problem solving and independent judgment. Skill in written and oral communication to prepare comprehensive, professional, accurate evaluation reports and brief evaluation report findings and recommendations to leadership.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

  • If you have not previously completed a probationary period with the federal government in a similar position, you will be required to serve a 1-year probationary period.
