Job Description
Duties
The primary purpose of this position, Fire Protection Engineer, NH-0804-03, is to provide integrated facility engineering management, design and construction expertise and technical services in providing the Air Force and other DoD organizations the highest quality facilities and infrastructure systems within identified funding in the UK Det 4 is designated as the DoD Construction Agent (DCA), IAW DoD Directive (DoDD) 4270.5 Military Construction, which is a unique duty that Air Force only executes in the UK. Responsible for USVF implementation of an international bilateral agreement between the US and the UK concerning facility construction on US controlled installations in the UK.
-Develop command policy guidance on a variety of facility planning, design, construction, repair operations and maintenance for fire protection and detection systems, including fire suppression and alarm systems.
-Provide professional engineering consultation services on fire protection issues for AFIMSC Det 4.
-Command Design Review and Approvals.
-Coordinate projects with other engineers in other disciplines or with architects.
-Keep abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirement (IOR), Professional Engineering Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
A degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade NH-02, or GS-11 equivalent in other pay system. Specialized experience is described as the ability to serve as an expert in the full range of fire protection systems concerned with the total design of facilities and their effect on operation and maintenance practices regarding fire protection and detection systems.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of related engineering fields such as electrical, civil, structural and mechanical. Understanding of contracting regulation, practices and procedures.
2. Knowledge of fire protection, life-safety and environmental principles, practices, procedures, laws, regulations and other current issues to make complex technical and professional decisions.
3. Knowledge of construction standards, methods, practices and techniques, materials, and equipment to determine compliance with regulations and standards.
4. Knowledge of environmental principles, practices, procedures, law, regulation and current legislative issues as they related to fire protection systems and materials.
5. Ability to plan, develop, implement and coordinate a complete Fire Protection Program.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
