Job Description

Duties

  • Develop and implement information system architectures. Optimize investments in legacy and future technologies by developing and maintaining system architectures, long range planning for improving information system resources, and for ensuring full integration with the program mission.
  • Responsible for the strategic uses of information in achieving assigned program(s) mission. This includes business practices and information systems encompassing hardware, software, data communication networks, computer facilities engineering, information assurance, operations and maintenance.
  • Incumbent researches new technologies to counter evolving threats and implementing standard solutions throughout assigned program.
  • Maintain a continuous liaison with other Senior Staff, other service headquarters counterparts, and DOD offices to integrate program priority support actions impacting or relevant to assigned program.

  • At least seven years of experience in technical project development from inception to deployment and expertise in the management and control of funds/ resources using complex reporting mechanisms are desired.
  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty (TDY) assignments 25-45% of the time.
  • Employee may be subject to counterintelligence scope polygraph testing.
Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for the GS-2210, Information Technology (IT) Management Series (Alternative A).

Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below.

    EXPERIENCE REQUIRED: Your resume must reflect quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience including applying extensive knowledge in a wide range of IT management activities that typically extend and apply to an entire organization, or major components of an organization; to include strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, architecture and infrastructure planning and management, auditing, and information security management; applying comprehensive knowledge of and considerable skill in formulating and directing programs, policies and concepts in support of established mission goals; applying substantive knowledge of Intelligence Community (IC) programs and activities, missions, policies, objectives and delegated authority and responsibilities for the program management operations as well as oversight of select separately administered services and improving effectiveness and efficiency; ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Thorough knowledge of a wide range of IT principles, concepts, and methods to analyze, plan, and coordinate complex information systems architectures for programs involving U.S. Combatant Commands, NATO, Allied and Coalition systems and technologies.
  • Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices/plans and recommend solutions in briefings, papers, or reports suitable for Senior Executive leaders'' usage and decision-making.
  • Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements and execute diverse intelligence support structures and practices such as, Intelligence, Surveillance & Reconnaissance systems; Special Communications; Cyberspace network protections; Information Systems; Foreign Language translation; special operations in a high operational tempo.
  • Knowledge of system architecture, integration techniques, and testing methods as applied to the Defense Intelligence Enterprise (DIE) program with specific knowledge of Joint Intelligence Operations Center goals, objectives, and operations as they relate to supporting information systems architectures and capabilities.
  • Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to meet future requirements through employment of the Joint Capabilities Integration and Development System (JCIDS).
  • Skilled in oral communications to present sensitive information and/or recommendations on complex matters to U.S. and foreign national Senior Executive leaders and other high-ranking officials; skilled in written communications sufficient to develop guidance, regulations and directives dealing with complex issues and maintain good working relations.
  • CONDITIONS OF EMPLOYMENT CONTINUED
    • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.     • Bachelor's degree in Business Administration, Computer Science, Information Systems, Engineering/Technology or a related discipline and certification as an enterprise architect is desirable.
    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
