Job Description

Duties

  • Plans, organizes, and directs the activities of NTTR, ensuring that NTTR Operations Plans Division complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
  • Represents the NTTR Operations Directorate with a variety of installation and functional area organizations.
  • Interprets, revises or reviews policies, procedures, mission objectives and operational processes for a DoD Major Range and Test Facility Base (MRTFB).

  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Rated USAF aviator experience (e.g., pilot, navigator) is required and critical to the successful performance of the work. Experience delivering air-to-air and/or air-to-ground ordnance highly desired.
  • Employee will be required to travel in TDY status. May travel by military or commercial air to conferences, meetings, or other functions away from the primary duty station.
  • Employee requires a valid state driver's license and ability to obtain a Government driver's license for 4 wheel drive operations and off road All-Terrain Vehicle (ATV) use.
Qualifications

Conditions of Employment:
  • Employee will be required to travel on the NTTR and in Southern Nevada as the primary duty station. The employee may be required to travel on military or commercial aircraft to include helicopters. Work location may include overnight stays in a duty status for contingency operations.
  • The Employee must be able to work some overtime to support the unit mission. Work hours may involve uncommon tours of duty to include nights, weekends and holidays. If less than 12 hours in length, trips to Southern Nevada and Southern California will be in a non TDY status, unless overnight lodging is required. Work location may require overnight stays at the Tonopah Test Range Airfield with government provided messing and billeting in a non-TDY status.
  • The position involves constant adapting of work processes and procedures due to the rapidly evolving nature of the subject matter, the operational Tactics, Techniques and Procedures (TTPs) and technical concepts. Must be particularly adept at reconciling differences and making on-the-spot decisions covering a variety of situations concerned with the unit NTTR's mission and planning function.
  • Required to obtain an maintain a Top Secret security clearance and be able to qualify for access to SCI and various special access programs. The employee must submit to Single Scope Background Investigation via SF86 and successfully pass a polygraph test. A vast majority of project management supports classified programs, up to Top Secret/SCI and Top Secret SAP/SAR.
  • This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing. The selectee must sign statements acknowledging the position is identified as a TDP.
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. . Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management Analysis Series, GS-0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Air Force test and training program goals, objectives and regulations as well as the relationship of the various commands and range entities involved in overall operation, planning and execution of a realistic combat training environment. Knowledge of safety and security regulations, practices and procedures. Knowledge of sources and factual information about and related to financial management, resources programming and acquisition management processes and initiatives. Knowledge of natural/cultural resources management.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of Air Force test and training program goals, objectives and regulations as well as the relationship of the various commands and range entities involved in overall operation, planning and execution of a realistic combat training environment.
  • Knowledge of safety and security regulations, practices and procedures.
  • Ability to plan, organize and direct the functions and mentor, motivate and appraise the staff of a multi-discipline functional organization through subordinate supervisors.
  • Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
  • Ability to communicate both orally and in writing.
  • Knowledge of sources and factual information about and related to financial management, resource programming and acquisition management processes and initiatives. Knowledge of natural/cultural resources management.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
