Job Title: Environmental/Safety Manager Facilities Support Services
Job Summary:
Promote a safe, compliant, and environmentally responsible workplace in support of the U.S. Department of Homeland Security at the Federal Law Enforcement Training Center (FLETC) and Naval Weapons Station in Charleston, SC. As DAWSONs Environmental/Safety Manager, you will oversee environmental compliance, occupational health, and site safety programs across all facilities support functions. Your leadership ensures adherence to OSHA, EPA, and federal guidelinesprotecting employees, government property, and the surrounding environment.

Responsibilities:
- Manage site-wide environmental, health, and safety (EHS) programs in compliance with applicable federal, state, and local regulations.
- Develop, implement, and maintain the Safety Plan, Environmental Compliance Plan, Job Hazard Analyses (JHAs), and safety training programs.
- Oversee hazardous waste handling, storage, and disposal in accordance with 40 CFR 265.16 and other EPA standards.
- Conduct routine facility safety inspections, environmental audits, and risk assessments across all operational areas (maintenance, custodial, grounds, and warehouse).
- Coordinate and track staff certifications in OSHA, including a 30-hour OSHA outreach Training Program, confined space entry, fall protection, PPE, and spill response procedures.
- Be available by phone 24/7 and serve as the primary point of contact for safety and environmental compliance during audits, incidents, or regulatory reviews.
- Investigate accidents and near-miss incidents; lead root cause analysis and corrective action implementation.
- Maintain and update MSDS/SDS libraries, waste manifests, inspection records, and compliance documentation.
- Conduct safety briefings, toolbox talks, and emergency preparedness drills with staff and subcontractors.
- Maintain accurate records of staff schedules, inspection reports, and supply usage.
- Maintain accurate timekeeping, including timely entry of hours in timecard and Costpoint systems.
- Monitor and manage employee timekeeping to ensure accurate, timely entry, validation, and approval of labor hours in timecard and Costpoint systems in compliance with company and contract requirements.
- Supervise and manage assigned personnel, including conducting performance evaluations, coordinating onboarding, and ensuring completion of required training and certifications.
- Provide ongoing coaching, guidance, and performance feedback to staff, while identifying training needs and ensuring compliance with organizational and contract requirements.
- Provide timely and accurate purchase reconciliation information for purchases, including submission of required cost codes and supporting documentation on a weekly basis in accordance with company financial procedures.
- Provide required reporting to management for government deliverables and invoicing (if applicable).

Qualifications:
- Shall possess at least five (5) years of recent experience managing environmental, health, and safety programs in a federal, military, or large-scale facilities operations environment.
- Completed hazardous waste management training per 40 CFR 265.16 (or must obtain within 90 days of hire and maintain annually).
- Demonstrated knowledge of OSHA, EPA, NFPA, and DHEC requirements as they relate to facilities operations and support services.
- Experience with incident investigation, safety audits, environmental reporting, and regulatory inspections.
- Proficient in Microsoft Office and capable of maintaining digital compliance records and safety data.
- Excellent communication, training, and documentation skills.
- Professional safety or environmental certification preferred (e.g., OSHA 30, CHMM, CSP, CSHO, HAZWOPER, etc.).
Additional Requirements:
- Must be able to obtain a favorable adjudication via a DHS background investigation and maintain suitability clearance.
- Must be a U.S. citizen or lawful permanent resident with work authorization.
- This position may require the operation of Company-provided vehicles.
- If operating Company-provided vehicles, maintaining a valid drivers license in good standing is a condition of employment.
- If operating Company-provided vehicles, employee must comply with all Company vehicle use and safety policies, as well as all applicable traffic laws.
- If operating Company-provided vehicles, the Company may review your motor vehicle record (MVR), as permitted by law, to verify eligibility to operate Company vehicles.
- If operating Company-provided vehicles, you must immediately notify the Company if your drivers license is suspended, revoked, restricted, expires, or if your driving privileges otherwise change.
