Job Description
Assertive Professionals is seeking a Business Analyst supporting our National Security Customer in Springfield, VA.
This is a proposed position.

Responsibilities Include:
• Provide expert advice, recommendations, and support regarding certification development
• Contributes to all tasks supporting the development, maintenance, and sustainment of the NGA Certification Program in accordance with the references highlighted in draft DoD Manual 3305.10.
• Develops and maintains GEOINT Certifications that will achieve NCCA accreditation by:
• Utilizes accepted academic and industry standards to develop, analyze, assess, and modify high stake examinations such as certifications.
• Recommend, defend, and justify provisional and operational cut scores for GEOINT assessments.
• Continuously monitor GEOINT certification performance (overall and items level) to ensure that the assessments/certifications are performed as intended.
• Train and lead GEOINT subject matter experts in developing test questions appropriate for the proficiency level to be assessed and assemble a pilot test.
• Facilitate and conduct a standard setting panel to develop a provisional cut score for the assessment, assist pilot planning and execution.
• Analyze and use test results and SME feedback to develop operational assessment.
• Draft technical reports detailing industry standard processes used in the development of GEOINT certification assessments.
• Support accreditation package development.
Required Experience and Qualifications:
• Active TS/SCI
• Master's Degree in Industrial-Organizational Psychology which cannot be substituted for work experience.
• 36 months demonstrated experience advising clients of ethical and legal standards and risks related to employee selection and psychometric assessment.
• 36 months demonstrated experience developing and maintaining compliance with third-party bodies such as the Institute for Credentialing Excellence and National Commission for Certifying Agencies.
• 36 months demonstrated experience designing and constructing legally defensible test instruments to include: Subject Matter Expert training, Item Development workshop facilitation, Standard-Setting Panel administration.
