In order to qualify, you must meet the education and/or experience requirements described below. GS-09Specialized Experience: One year of specialized experience which includes: (1) Coordinating transportation activities; (2) Applying transportation regulations to analyze requirements; (3) Utilizing automated transportation systems; and 4) Resolving transportation-related issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
GS-11 Specialized Experience: One year of specialized experience which includes: (1) Coordinating transportation activities to ensure the safe, efficient, and timely movement of goods and/or passengers; (2) Utilizing a broad knowledge of freight tender and contract transportation law, procedures, policies, and regulations; (3) Assisting customers with the business processes and operating procedures for shipping cargo utilizing automated transportation systems; (4) Resolving carrier and shipper budget and/or cost disputes; and (5) Providing technical advice and guidance on domestic cargo movements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. Help
- Responsible for providing cargo documentation support for transportation and distribution activities using various automated transportation system such as Global Air Transportation Execution System (GATES).
- Serves as point of contact for G3, terminals, and shipping activities on matters relative to effective utilization of surface systems for ocean cargo documentation processing.
- Provides information concerning acceptability of format, timeliness and technical application and procedure(s) for manual processing of data into Global Air Transportation Execution System (GATES).
- Receives and responds to requests from terminals and resolves problems arising between shippers, terminals and carriers.
- Reviews daily high visibility reports from shippers and carries which are the results of incorrect input or missing data.

- This is an obligated position. You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.
- Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 3 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.
- Position is a GS-09 level with promotion potential to the GS-11. The position may be filled at either level GS-9 or GS-11.
