In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-0101, Social Science Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Bachelor's degree in behavioral or social science; or related disciplines appropriate to the position NOTE: You must submit a copy of your transcripts.
or
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field NOTE: You must submit a copy of your transcripts.
or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: You must submit a copy of your transcripts.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include: Mastery knowledge of and experience in applying a wide range of concepts, principles, and theories relating to one or more of the social or behavioral science fields and of social services delivery systems to analyze and interpret complete social and behavioral data concerning the client; and to assess factors of personality structure and dynamics as they affect findings of aptitudes and interests; knowledge of, and skill in applying qualitative and quantitative methods that enable the identification and need for the assessment and improvement of related programs and their effectiveness according to and governed by the appropriate administrative laws, regulations, and precedents applicable to the programs overseen; and practical knowledge of individual agencies' policies and procedures and well- developed skills in working with social service delivery systems in the local community, including establishing agreements with individual agencies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of public laws, DoD directives, and AF policy related to Airman and Family Care, Integrated Resilience, and Sustainment Services, or similar civilian programs, to plan and direct programs and provide administrative guidance and/or technical advice to management.
2. Knowledge of the Department of the Air Force Planning, Programming, Budgeting, and Execution (PPBE) process and policy, procedures, and schedule, or similar civilian processes, for developing the annual POM, Budget Estimate Submissions, and Financial Plans to develop budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers.
3. Skill in dealing effectively and professionally with all ranks and grades, federal agency officials, sister services' program managers, military leaders, and various civilians in the contexts of explaining, negotiating, and implementing Air Force Reserve, or other similar organizational, policy and procedures.
4. Skill in gathering, assembling, and analyzing facts, drawing conclusions, conducting analysis, devising recommended solutions, and developing briefings, papers, or reports suitable for top management use and decision making.
5. Ability to coordinate, conduct and facilitate working groups, meetings and staff functions as well as dealing with high-ranking officials to ensure interpretation and development of guidelines and regulations within the program area and negotiating and otherwise resolving unprecedented, broad, difficult, or complex problems.
6. Ability to think strategically, to be innovative, and to work independently in plans and policy development to assess complex policy alternatives against political and organizational realities and manage intricate projects from start to finish with little or no guidance. Ability to communicate effectively, both orally and in writing, manage several projects simultaneously and establish effective working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). - Serves as Air Force Reserve policy expert for Sustainment Services, Child and Youth programs, and Integrated Resilience programs providing direct Air Force Reserve oversight in all matters pertaining to the development and management of Air Force-wide and DoD-wide family and resiliency programs
