The Business Financial Manager (BFM) plays a critical role in supporting ARPA-H's mission by providing comprehensive financial and administrative support to Program Managers (PMs) and the broader agency. In this role, you will be responsible for advising office and agency leadership on program budget management, tracking, and forecasting activities.

These BFM duties include but are not limited to:
Programmatic Support:
- Respond to budget data calls for ARPA-H Program Support Offices and develop tools to manage program support office finances.
- Assist Program Managers (PMs) with the development and execution of their program budgets, including forecasting, tracking, and analyzing expenditures.
- Track the programs budget and spending requests.
- Track, create, and review SOPs for the Program Office.
Financial Management:
- Develop and maintain financial models and forecasts for assigned programs.
- Provide support in budget planning and execution to assist with strategy implementation.
- Analyze business and financial data for trends, identifying potential risks and opportunities.
- Prepare financial plans, reports and presentations for internal and external stakeholders.
- Ensure compliance with all Federal financial regulations and agency policies. Make recommendations for financial policies and prepare audit justifications
Administrative Support:
- Organize and facilitate program meetings and workshops.
- Prepare correspondence and presentations for various audiences.
- Manage travel and other program expenses.
Collaboration:
- Work effectively with a diverse team of ARPA-H staff, including Program Managers, scientists, engineers, and administrative professionals.
- Build and maintain strong relationships with external partners, including performers and grant recipients (research teams), contractors, and other government agencies.
Salary Range: $90,000-$160,000
Required Skills
- Bachelor's degree in accounting, finance, or related field.
- Minimum of 5 years of experience in a federal government financial management role, preferably in an R&D environment.
- At least 1 year experience supporting DARPA or related Federal "ARPA" agencies (IARPA, ARPA-E, HSARPA).
- Demonstrated experience in at least two of the following: developing, organizing, forecasting, and maintaining financial budgets and tracking financial milestones; creating and coordinating budget and acquisition documents; organizing meetings; developing briefings to technical and non-technical audiences; and interacting with multiple internal and external personnel with excellent communication, project management, and organizational skills on a daily basis.
- Demonstrated proficiency using modern PC computer techniques, systems, and tools such as Microsoft Word, PowerPoint, Project, and Excel.
- Experience providing programmatic, business operations, and budget support to the Government, including developing program budgets and office level budgets.
- Experience in budget execution, policy compliance, process improvement, internal control testing, and audit readiness.
- Strong understanding of Federal financial regulations, policies, and budgeting processes.
- Experience with financial modeling tools.
- U.S. citizenship or lawful permanent residency is required per contract.
- Active Public Trust or ability to obtain.
- Knowledge of the full scope of business and programmatic processes, procedures and policies within a R&D technical office.
- Knowledge and understanding of the Federal Acquisition process.
