The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction. Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Team Submarine will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition. #MC

The Program Analyst serves as a primary analyst for critical organization programs, applying expert knowledge of analytical, evaluative, and budgetary techniques to assess and improve program effectiveness, efficiency, and productivity. This role independently manages high-priority projects, develops strategic plans, and prepares briefings for executive-level leadership.

Responsibilities
The Program Analyst serves as a primary analyst for critical organization programs, applying expert knowledge of analytical, evaluative, and budgetary techniques to assess and improve program effectiveness, efficiency, and productivity. This role independently manages high-priority projects, develops strategic plans, and prepares briefings for executive-level leadership.
- Conduct comprehensive studies and analyses to measure program effectiveness, efficiency, and compliance with policy or regulations.
- Develop long-range strategic plans, program goals, performance metrics (KPIs), and dashboards to support organizational success.
- Uses quantitative analytical techniques to assess system acquisition process and develop risk reduction and mitigation strategies for improving program planning, control, and execution.
Qualifications
Required qualifications:
- Minimum of ten years of experience with quantitative analysis and data visualization
- Demonstrated proficiency in creating and delivering executive briefs on technical topics
- Proficiency with Microsoft Office suite
- Current DoW SECRET or greater clearance and ability to maintain
Desired qualifications:
- Hands-on experience with Advana Jupiter (the naval enterprise data & analytics enclave environment)
- Familiarity with naval shipbuilding (especially the submarine industrial base)
- Familiarity with force structure requirements and analysis (especially naval platforms and weapons)
- Experience working with and briefing senior military and government leaders
- A BS or more advanced degree in math, operations research, data science, or a relevant technical field
- Experience working in/with NAVSEA
