Responsibilities

Position Overview

As a National Security Technical Expert you will provide expert-level technical and subject matter expertise to support executive-level priority programs across counterintelligence, counterterrorism, Threat Screening Center, and weapons of mass destruction missions. You will serve as the principal advisor on national security systems related to FISA data and policy. Working directly with stakeholders at the highest levels, you will provide SME support for national security data, policy, user requirements, and program implementation for complex IT capabilities and systems. Your deep expertise will drive strategic planning, business process reengineering, customer experience strategy, and technology innovation while ensuring mission-critical applications and intelligence collection systems meet operational requirements and evolving mission needs.

Key Responsibilities
  • Analyze new or proposed national security legislation or regulations to determine impact on agency missions, strategic goals, objectives and priorities
  • Conduct complex analyses and studies related to IT data requirements, national security business process reengineering, business continuity, performance, benchmarking with like-activities, and new technology assessments
  • Evaluate policy, data, and systems and advise regarding options for improvements or change
  • Understand how stakeholders in the field use various enterprise systems and applications to inform strategic recommendations
  • Support national security system development, project management, FISA user requirements gathering, system design, complex data conversion, documentation, training, and deployment
  • Develop and support a plan for implementing a customer experience strategy including training, stakeholder communications, designing to collect, analyze, and report customer feedback
  • Develop presentation materials for executive-level briefings to explain program, status, issues, requirements, justification, and impact of proposed resourcing
  • Coordinate and communicate software delivery project plan and milestones to ensure timely and quality completion of delivery
  • Prepare and conduct technical/policy reports and briefings
  • Identify performance gaps and lessons learned
  • Produce national security business and functional documentation for a FISA system, legal process applications, and intelligence collection applications
  • Develop user stories, acceptance criteria, use cases, concepts of operation, cost-benefit analyses, privacy impact assessments, operating models, workflow diagrams, and standard operating procedures
  • Translate and communicate complex subject matter between technical and non-technical audiences
  • Write and present oral briefs and presentations to executive-level audiences

Required Qualifications

Minimum Required Experience and Qualifications
  • Active Top Secret (TS) clearance with eligibility for Sensitive Compartmented Information (SCI) or Active TS/SCI
  • Must be a U.S. citizen and able to maintain required clearances throughout employment
  • Bachelor's degree or master's degree with 15 years of experience of experience OR Associate degree with 18 years of experience OR High School/Diploma with 21 years of experience
  • 15 years' experience working in U.S. National Security, intelligence, defense, or law enforcement communities
  • 10 years' experience using U.S. National Security systems
  • 10 years' experience in writing and presenting oral briefs and presentations
  • 8 years' experience with U.S. Intelligence Community (IC) mission sets, FISA policy, and case management
  • 8 years' experience successfully leading, planning, initiating, coordinating, and executing special projects and programs of varying scope and complexity
  • 8 years' experience and understanding how stakeholders use various enterprise systems and applications
  • 8 years' experience evaluating policy, data, and systems and advising regarding options for improvements or change
  • 8 years' experience implementing corrective actions
  • 8 years' experience translating and communicating complex subject matter between technical and non-technical audiences
  • 8 years' experience using MS Word, PowerPoint, Excel, PowerBI, and SharePoint

Desired Qualifications

  • Bachelor's degree from an accredited college or university in Engineering, Computer Science, Communications, Business, Finance, or other related analytical, scientific, or data-based Bachelor of Science degree
  • 10 years' experience supporting national security missions/operations, USIC functions, roles, and/or components, including the intelligence cycle
  • 8 years' experience working in a federal-interagency environment, including collaboration with multiple U.S. government departments and agencies on joint programs 8 years' experience briefing executive-level audiences

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
