Job Description

Duties

As a HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-9, you will:
  • Serve as advisor to commanders on assigned unit human resources (HR) programs.
  • Plan, direct, control and provide advisory services on all aspects of the Career Enhancement program for both Active Guard Reserve (AGR), unit drill status guardsmen, full time technicians and potential members.
  • Develop internal policies and procedures governing administration of the following programs: Officer Performance Report/Enlisted Performance Report (OPR/EPR), and officer, enlisted promotions and enlisted demotions.
  • Manage the Air Force Personnel Records System.
  • Manage and provide guidance and technical expertise of various special programs to include Deserving Airman Promotion Program, Reserve Officers Personnel Management Program, Exceptional Promotion Program, and Extensions/Reenlistment Program.
  • Perform other Duties as Assigned

Conditions of employment


Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.

Areas of Consideration: CAT 3 ALL NJ ARNG MEMBERS
  • All New Jersey Army National Guard members (M-Day, Traditional, Active Guard Reserve, and Drill-Status Guardsmen)

Military Grades: A1C/E-3 to TSgt/E-6

Security Clearance: Must have Security Clearance prior to start date of appointment (attach proof of clearance type)

Additional Employment Requirements:
  • Participation in direct deposit is mandatory
  • May be required to successfully complete a probationary period
  • Federal employment suitability as determined by a background investigation
  • Males born after 31 December 1959 must be registered for Selective Service

Title 32 Dual-Status Positions: Compatible Military Assignments

Appointments may require the selected candidate to be assigned to a *military unit* compatible with the full-time Military Technician (Dual Status) position.

*Military Unit* -- The unit by which the individual is employed as a Military Technician (Dual Status) employee; or a unit that the individual is employed as a Military Technician (Dual Status) employee to support. (Guidance established by NJ HRO-J1)

Qualifications

GENERAL EXPERIENCE :

Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE :

Must have at least 24 months experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.
