Position Overview
Quantum Science Solutions (QSS) is seeking a highly skilled IT Program Manager to lead and oversee complex technology programs supporting enterprise IT, cloud, cybersecurity, and Systems integration initiatives. This role is responsible for managing large-scale, multidisciplinary programs, ensuring alignment with organizational objectives, and delivering mission critical capabilities on time and within scope.
The ideal candidate will bring strong leadership experience across technical teams, deep understanding of IT infrastructure and systems integration, and the ability to manage competing priorities in dynamic environments. This position requires strategic thinking, operational oversight, and the ability to drive program success through collaboration with stakeholders, vendors, and executive leadership.
Key Responsibilities
• Lead the planning, execution, and delivery of complex IT programs across infrastructure, cloud, cybersecurity, and enterprise systems.
• Manage program scope, schedule, budget, risks, and dependencies to ensure successful delivery of program objectives.
• Provide technical and programmatic leadership across cross-functional teams including engineering, operations, and security.
• Coordinate with stakeholders, customers, and executive leadership to define requirements, priorities, and program direction.
• Oversee system integration efforts across cloud, on-premise, and hybrid environments.
• Establish and track program metrics, KPIs, and performance indicators to ensure transparency and continuous improvement.
• Identify and mitigate risks, resolve issues, and drive decision-making processes across the program lifecycle.
• Ensure compliance with organizational, regulatory, and cybersecurity standards, including A&A and governance requirements.
• Manage vendor relationships, contracts, and deliverables to support program success.
• Drive process improvements, automation initiatives, and adoption of best practices across program activities.
Mandatory Skills & Experience
• 10+ years of experience in IT program management, systems integration, or enterprise technology leadership.
• Proven experience managing large-scale, complex IT programs across multiple teams and stakeholders.
• Strong knowledge of IT infrastructure, cloud environments, networking, and enterprise systems.
• Experience with program management methodologies (Agile, Scrum, Waterfall, or hybrid approaches).
• Experience managing budgets, schedules, risks, and resource allocation.
• Familiarity with cybersecurity frameworks, compliance requirements, and A&A processes.
• Strong leadership, communication, and stakeholder management skills.
• Ability to translate technical concepts into business outcomes and vice versa.
• Experience with enterprise tools such as JIRA, ServiceNow, or similar program tracking platforms.
Education Requirement
• Bachelor’s degree in Computer Science, Information Technology, Business, or related field.
• Equivalent work experience may be substituted on a year-for-year basis.
Preferred Skills
• Familiarity with COTS product lifecycle management.
• Strong analytical, organizational, and risk management skills.
• Experience leading Agile consulting engagements and coaching teams.
• Knowledge of security accreditation processes and secure system integration.
Preferred Certifications
• Project Management Professional (PMP)
• Certified Scrum Master (CSM) or Agile certification
• ITIL Foundation or higher
• Certified Information Systems Security Professional (CISSP)
