Duties

  • Serve as a Ammunition Supply Point (ASP) Ammunition Accountable Property Officer, and Contracting Officer's Technical Representative (COTR).
  • Ensure the stock record account and all associated conventional ammunition, missiles, and large rockets (including related components, packaging, and residue material) are properly managed and accounted for.
  • Provide operational expertise and oversight of all aspects of the associated ammunition operation to include manual and automated stock record/accounting procedures.
  • Verify accurate posting and maintain oversight of ammunition stock record account of munitions stock records, storage, issuing, disposal of suspended munitions, disposal of residue, retrograde of munitions and/or components.
  • Review, interpret and implement regulations and directives pertinent to the accountability and control of ammunition stockage.
  • Monitor ASP contractor to ensure forecasted training ammunition, munitions, and operational loads are requisitioned, received, stored, issued, retrograded, and residue processed.
  • Request and coordinate with ASP contractor for required and special inventories of stocks; review and provide technical guidance to contractor in stock control activity administrative procedures to ensure accuracy/integrity of accountable records.
  • Investigate, verify, and report any loss, theft or recovery of items and initiate Reports of Survey.
  • Monitor and evaluate adequacy of contractor performance in ASP operations including stock control, accountability, maintenance, operation of automated ammunition supply systems.
  • Review and evaluate contractor corrective and preventative actions for Quality Assurance. Stop unsafe acts and document findings.
  • Participate in installation emergency operations exercises.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position is subject to the provisions of the Domestic Violence Offender Gun Ban (Lautenberg Amendment). This act bans individuals convicted of misdemeanor domestic violence and certain others from possession or access to firearms or ammunition.
  • This position has a requirement to lift up to 20 lbs. in the regular performance of duties.
  • This is a Drug Testing-Designated Position (TDP) under the Department of the Army Drug Free Workplace Program. Incumbent is required to sign a DA Form 5019-R and must pass a pre-employment drug test and subsequent periodic drug screenings thereafter.
  • This position will require the incumbent to work occasional evenings and/or holiday hours, to include mandatory or unscheduled overtime, as mission dictates.
  • Incumbent must complete training, and obtain and maintain ammunition certification within 180 days after hire date.
  • Incumbent must successfully clear local screening check on Department of the Army (DA) Form 7708, Personnel Reliability Screening and Evaluation.
  • Position may be filled as a Term Appointment NTE 13 Months. Term appointments may be extended beyond 6 years, up to 8 years, depending upon the needs of management. With DoD approval, Term appointments may be extended beyond 8 years.
  • Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • This position is not eligible for regular and recurring telework. This position is eligible for situational telework only, including emergency and OPM prescribed "unscheduled telework". Situational telework is approved on a case-by-case basis.

In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: (1) Performing general supply work related to an organization's ammunition supply operations; (2) Receiving, storing, issuing, and/or shipping ammunition, explosives, or related chemical agents; (3) Conducting and/or maintaining inventory; and (4) Utilizing automated supply systems and/or databases to accomplish assignments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as: Supply, Logistics, Business Management or another related field. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
