The United States Space Force (USSF) at Joint Base Andrews, MD is searching for a Security Manager to support Space Delta 13 (NH-0080-03, GS-12/13 equivalent).

General Description: As the Security Specialist for Delta 13 you'll play a key role in preparing space professionals to make strategic decisions in challenging environments, fostering integrity, responsibility, and a commitment to enhancing the lives of Guardians.
Purpose: To recruit a skilled Security Specialist who will contribute to the mission of Delta 13 by serving as the authority on all substantive special security matters, ultimately supporting the development of U.S. Space Force Guardians for success in complex operational environments.
Security Specialist Duties:
- Plans, organizes, and oversees the security activities of Delta 13. Sets and adjusts short and/or long-term priorities. Establishes metric and analysis systems to assess efficiency and effectiveness. Evaluates requirements for additional resources and balances organization needs with overall mission requirements and resource interests.
- Implements and administers the Collateral, Sensitive Compartmented Information (SCI) personnel security programs. Primary Delta 13 contact for creation and management of security information files (SIF) and processes including maintenance of files and records pertinent to personnel clearances.
- Plans, organizes, and directs a comprehensive program, ensuring that SCI management complies with legal and regulatory requirements, administration, deployment, enforcement, and meets customer needs. .
- Develops and promotes a proactive "all-source" collection and analysis strategy focused on information disclosure threats.
- Serves as the Delta 13 authority on all substantive special security matters and the additional duty Foreign Disclosure Officer (FDO).

Searching for a highly disciplined Security Manager capable of formulating security program goals, plans, policies, and procedures related to the development and operation of Delta-wide information protection functions and activities. Plans, organizes, and directs a comprehensive program, ensuring that Sensitive Compartmented Information (SCI) management complies with legal and regulatory requirements, administration, deployment, enforcement, and meets customer needs. The ideal candidate must have knowledge of security systems, procedures, theories, and devices sufficient to consider and apply several alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations. Additional skills are needed to interpret a variety of security program laws, directives, regulations, and guidance to assist organization in establishing and operating internal security programs and ensure effective security controls.
Key Skills and Abilities:
1. Extensive knowledge and expertise of a wide range of advanced concepts, principles, criteria, requirements, technology, communications, foreign disclosure, classified contracts, and practices involved in security and DoD SCI directives and regulations.
2. Expert knowledge of personnel security processes and regulations in collateral, SAP and SCI control systems to administer and/or lead a team of security professionals.
3. Knowledge of security systems, procedures, theories, and devices sufficient to consider and apply several alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations.
4. Comprehensive knowledge of security program interrelationships to coordinate the objectives and plans of two or more specialized programs to support and promote information sharing and strategies.
5. Skill to interpret a variety of security program laws, directives, regulations, and guidance to assist organization in establishing and operating internal security programs.

- Must be a U.S Citizen.
- Must be able to obtain and maintain a Top-Secret security clearance.
- Safeguards classified or sensitive budget-related information and/or files.
- May be required to work overtime on an unscheduled or emergency basis.
- Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".

- Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
- PCS / Relocation funding is not authorized.
- Department of Defense Security Fundamentals Professional Certification (SFPC) conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M.
