Position Overview The USCG Offshore Patrol Cutter (OPC) Project Residence Office (PRO) requires a well-integrated and coordinated team to specifically assist in the execution of its responsibility to provide the USCGs next cutters. The OPC will be a critical USCG asset in the support of the national security strategy for maintaining the nation's economic, social, environmental, and military security mission areas. The IMS/EVM/EVMS Surveillance Specialist (USCG OPC Shipbuilding) supports program oversight by reviewing and analyzing Shipbuilder deliverables related to Integrated Master Scheduling (IMS) and Earned Value Management (EVM). This role ensures accurate assessment of schedule, cost, and performance data, and provides clear, concise reporting of findings, risks, and recommendations.
Essential Job Function
IMS Analysis & Surveillance
  • Review and analyze Shipbuilder Integrated Master Schedules (IMS) and supporting schedules
  • Assess compliance with contract requirements and Shipbuilder processes
  • Identify current and potential risks impacting cost, schedule, or performance
  • Evaluate likelihood of meeting program milestones
  • Analyze schedule changes and provide impact assessments

Program Coordination & QA
  • Coordinate schedule and system analysis with program stakeholders
  • Perform quality assurance on Shipbuilder IMS and maintain a government tracking copy
  • Monitor and audit reported physical progress against actual performance
  • Ensure IMS includes required elements (e.g., start/finish dates, duration, % complete, logic ties, critical path)

EVM & Reporting Support
  • Review and validate contractor reports (CPR, CFSR, CCDR, IMS) and reconcile data across sources
  • Support analysis of Performance Measurement Baseline (PMB) and Estimate at Completion (EAC)
  • Assess cost, schedule, and performance data to evaluate program health
  • Prepare reports, trackers, and presentations summarizing findings, risks, and recommendations

Program Planning & Tracking
  • Support development and maintenance of program plans including WBS, work packages, schedules, and budgets
  • Track and analyze planned vs. actual costs and resource utilization
  • Maintain program data in tools such as Microsoft Project, SharePoint, and Power BI
  • Provide recurring reports including cost, schedule, and performance metrics

Risk & Issue Analysis
  • Identify schedule conflicts, delays, and performance issues
  • Recommend corrective actions and support risk management activities
  • Evaluate impacts of engineering changes, waivers, and deviations on production

Production Surveillance
  • Conduct surveillance at Shipbuilder facilities and onboard vessels under construction
  • Verify alignment between reported progress and actual production status
  • Validate variance analyses and ensure accurate representation of program conditions

Stakeholder Support
  • Prepare scheduling materials (Gantt charts, milestone charts, reports)
  • Provide briefings and updates to program leadership
  • Coordinate inputs across stakeholders to maintain accurate program schedules
  • Support data submittals, contract correspondence, and required documentation
Minimum Qualifications
  • Minimum of 5 years' experience in supporting project management and shipbuilding processes.
  • Bachelor's Degree in an engineering field or related technical/business field.
  • Substitution for a Bachelor's Degree may be:
  • Five or more years of relevant experience in addition to the required minimum years of experience or EVM certification for Earned Value Management Professional (EVMP®) or Earned Value Management Director/Earned Value Management Officer (EVMD/ EVMO).
  • Comprehensive knowledge of shipbuilding processes.
  • Knowledge and skill in applying analytical and evaluative methods and techniques to organize, plan, conduct, evaluate and administer the EVMS surveillance program. The ability to produce EVM reports, briefs, and presentations using the contractors' provided EVM data to forecast and outline current EVM status.
  • Proficiency in stand-alone and enterprise versions of MS Project® and Primavera® scheduling software.
  • Knowledge of economic, statistical, accounting, fact-finding, and financial analysis principles and techniques (e.g., random sampling, learning curves, and computerized cost models) necessary to (1) analyze historical cost and schedule, (2) analyze reports of auditors, technical specialists, and contractor personnel to assess actual EVMS compliance and verify and interpret contractor developed cost and schedule performance data, and (3) project cost and schedule performance trends, isolate disruptive factors, and estimate final contract cost.
  • Familiarity with DCMA standards and ANSI-EIA 748 guidelines as applicable to Integrated Master Schedules and related Earned Value Management System practices.
  • Comprehensive knowledge of auditing organizations (such as DCMA and DCAA), programs, and functions and knowledge of the overall acquisition process in order to adapt general guidance and policy and develop specific guidance peculiar to the PRO mission concerning the conduct of the EVMS surveillance program. Knowledge of the technical capabilities, functions and responsibilities of other contract administration service organizations sufficient to identify the need for special reports or assistance in evaluating contractor cost and performance data, establishing trends, and estimated final contract cost.
  • Physical Abilities: The required work shall require moderate walking and movement through an active shipyard and OPCs under construction.
  • Knowledge of Microsoft office software suite to include Word, PowerPoint, Power BI, and Excel.
  • Active Secret Clearance
Desired Qualifications EVM certification for Earned Value Management Professional (EVMP®) or Earned Value Management Director/Earned Value Management Officer (EVMD/ EVMOTM).
