Foreign Military Sales (FMS) Program Analyst
Finance Contracting SME Level 2
This position requires an active TS/Sensitive Compartmental Information (SCI) clearance to start!
A government contract requires that this position be restricted to U.S. citizens or legal permanent residents. You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify.
The Foreign Military Sales (FMS) Program Analyst supports the Threat Systems Management Office (TSMO) at Redstone Arsenal by providing programmatic and financial oversight of FMS cases. This role ensures compliance with applicable regulations and statutory requirements while supporting the development, execution, and reconciliation of FMS programs. The analyst works across multiple systems and stakeholders to manage case documentation, funding execution, and program coordination activities. This position is primarily onsite with occasional telework and limited travel.
Compensation & Benefits:
Estimated Starting Salary Range for Foreign Military Sales (FMS) Program Analyst: $209,000- $214,326.36
Pay commensurate with experience.

Foreign Military Sales (FMS) Program Analyst Responsibilities Include:
- Support execution and management of FMS case and administrative funding
- Ensure compliance with FMS regulations, policies, and statutory requirements, including the Security Assistance Management Manual (SAMM)
- Review Letters of Request (LORs) for accuracy, completeness, funding source, and country-specific requirements
- Develop, review, and manage Letters of Offer and Acceptance (LOAs), including Basic, Amendments, and Modifications
- Prepare and review Pricing & Availability (P&A) data and Pricing and Availability Sheets (PAS) using IMPART
- Utilize FMS systems such as DSAMS, CISIL, DIFS, PBAS, COP, and IMPART to support case development and execution
- Conduct financial reviews and reconciliations at the program or staff level
- Support daily FMS program operations and provide analytical support to leadership
- Assist in coordinating Program Management Reviews (PMRs), Working Level Meetings (WLMs), and internal meetings
- Collaborate with cross-functional stakeholders to ensure alignment across program, financial, and contracting activities
- Maintain accurate documentation and reporting across all FMS case activities
- Performs other job-related duties as assigned
Foreign Military Sales (FMS) Program Analyst Experience, Education, Skills, Abilities requested:
- Bachelor's degree in Business, Finance, International Affairs, or related field
- 5+ years of experience supporting Foreign Military Sales (FMS) programs
- Experience executing and managing FMS funding, including case and administrative funds
- Working knowledge of FMS regulations, policies, and compliance requirements (e.g., SAMM)
- Experience developing, reviewing, or managing LOAs and LORs
- Hands-on experience with FMS systems such as DSAMS, IMPART, CISIL, DIFS, PBAS, or COP
- Experience preparing or reviewing P&A and PAS documentation
- Experience conducting financial analysis, reconciliation, and reporting
- Ability to coordinate program reviews and stakeholder engagements (PMRs, WLMs)
- Strong analytical, organizational, and communication skills
- Familiarity with Army financial systems such as GFEBS and SOMARDS
- Experience supporting Army or DoD acquisition or security assistance programs
- Knowledge of financial reconciliation processes and audit readiness practices
- Ability to communicate effectively with both technical and non-technical stakeholders
- Must pass pre-employment qualifications of Cherokee Federal
