Job Description
ECS is seeking a Federal Financial SME to work in our Fairfax, VA office.

ECS is currently seeking a full time Federal Financial Management Subject Matter Expert to help lead the Department of Veterans Affairs (VA) in implementing the CGI Momentum commercial-off-the-shelf (COTS) solution. The Federal Financial SME will provide executive level support to the VA as it executes IV&V Wave Implementation testing, from initiation to planning to Hypercare following the detailed Wave steps found in the associated product lifecycle.

The successful candidate will collaborate with the FMBT Project Management and System Integrator teams providing understanding of VA and FSC financial functions, financial business processes, and user-centric design methodologies. Additionally, the Federal Financial SME:
  • Leads a team of testers and analysts in the validation of technical and business processes
  • Provides direction and support issue resolution for IV&V Wave implementation testing team ensuring decisions are consistent with requirements, expectations, and regulations
  • Works closely with the customer, system vendor, technical and project stakeholders, programmers, database administrators, and other technical specialists during the planning, deployment, and post deployment phases.
  • Elicits requirements from end-users for testing or other activities
  • Researches, analyzes, and recommends solutions
Required Skills
  • Master's Degree or bachelor's degree with equivalent certifications
  • 10+ years' experience in federal sector financial management with at least 5 years in the lead technical role transitioning, developing, and supporting Momentum or similiar solutions for federal clients
  • Knowledge and experience of Veterans Affairs Financial policies and procedures as well as federal budgeting, performance budgeting, acquisitions, and financials
  • Outstanding team leadership, analytical thinking
  • Excellent oral/writing communication skills and ability to effectively communicate with senior level management and clients
  • Ability to receive a Public Trust clearance
Desired Skills
  • Knowledge of Agile, DevSecOps, and JAVA development
  • Experience with receivables, billing and invoicing
  • Experience supporting sales and business development for federal procurements
