The Database Administrator III provides enterprise database administration and operational support for the DOI/IA application, reporting, and database environments. This role supports relational database platforms in production and non-production environments and performs database administration, backup and recovery, patching, monitoring, performance tuning, troubleshooting, and user support activities. The position supports database modernization, application and reporting needs, and project-based work involving upgrades, migrations, implementation, testing, and process improvement. This role includes support for Oracle database environments in addition to other enterprise database platforms.

Responsibilities

  • Provide day-to-day administration and support for DOI/IA databases and related application environments.
  • Support relational database platforms, including Oracle and other enterprise database technologies, in production, test, and development environments.
  • Perform database installation, configuration, patching, maintenance, upgrades, and troubleshooting.
  • Perform and monitor database backups, restores, recovery activities, and recovery validation procedures.
  • Support database performance tuning, resource optimization, operational configurations, and availability monitoring.
  • Assist with database design for system enhancements and new development, including logical data modeling, normalization, and physical table design.
  • Support coding, testing, and implementation of database objects such as functions, procedures, constraints, triggers, and related programming components.
  • Assist with database architecture updates to support business rules, system requirements, and application functionality.
  • Support scheduled jobs, data extraction, ad hoc reporting, and data manipulation requests.
  • Support account administration, password changes, authorized access changes, and role-based access control for database users.
  • Maintain logs of database activities and ensure changes follow approved configuration management and change control procedures.
  • Support centralized monitoring for database availability, latency, queuing, and problem alerting.
  • Develop and maintain database documentation, database dictionaries, configuration records, procedures, and standard operating procedures.
  • Support project-based tasks involving database upgrades, migrations, implementation, testing, modernization, and operational improvement.
  • Coordinate with application, reporting, infrastructure, and disaster recovery personnel to support integrated database operations and recovery readiness.
  • Perform 24x7 monitoring for network resource outages and Enterprise/Data Center applications, etc. Network monitoring and application/server monitoring shall be done via government-supplied monitoring tools, such as Microsoft SCOM, WhatsUp Gold, SolarWinds, etc.
  • Open tickets for monitoring and outages.
  • Other duties as assigned.

Qualifications

  • Associate's degree, or equivalent combination of education and experience.
  • 3+ years of relational database management experience.
  • 3+ years of related technical experience supporting database platforms in a data center or enterprise environment.
    • Experience with backup and recovery, patching, Tier II/III support, performance tuning, hardware upgrades, operational configurations, and resource optimization.
  • Background check with the ability to obtain Public Trust


Preferred Qualifications:
  • Experience supporting Oracle database environments, including Oracle database administration and Oracle database programming objects.
  • Experience with MS SQL Server, Azure SQL, MySQL, or other enterprise RDBMS platforms.
  • Experience supporting database design, logical data modeling, normalization, de-normalization, and physical table design.
  • Experience with database jobs, monitoring, patching, backup/recovery, and database performance analysis.
  • Experience supporting reporting, data extraction, and application-integrated databases.
  • Familiarity with SDLC, configuration management, change management, STIGs, A&A, and security documentation requirements.
  • Experience supporting project-based database modernization, migration, or implementation initiatives.
  • Relevant database, Oracle, Microsoft SQL Server, or related technical certifications are preferred.
  • Ability to obtain and maintain required government suitability or clearance, if applicable.

  • Ability to design a database in the third normal form.
  • Ability to write disaster recovery plans.
  • Ability to develop project management documentation.
  • Ability to work with minimal guidance.
  • Ability to support technical projects, implementation efforts, testing, and related documentation activities.
  • Knowledge of relational database administration and enterprise database support practices.
  • Knowledge of Oracle and other enterprise database platforms, tools, and operational support requirements.
  • Knowledge of backup and recovery, patching, performance tuning, database monitoring, and access control.
  • Knowledge of logical data modeling, normalization, and database design principles.
  • Skill in troubleshooting database and application support issues in enterprise environments.
  • Skill in preparing database documentation, procedures, and project records.
  • Ability to support multiple operational and project-based tasks while maintaining accuracy and timeliness.
  • Ability to communicate effectively with technical teams, users, and management.
  • Has the ability to design a database to the third norm.
  • Ability to write disaster recovery plans.
  • Has the ability to work with minimal guidance
