The Enterprise Infrastructure Service Delivery Program Manager leads day-to-day delivery of SEC enterprise infrastructure services under the ISS contract, ensuring reliable operations across Network Engineering, Network Operations Center, Servers, Storage, and Disaster Recovery capabilities. This middle-management role is accountable for mission-critical infrastructure services delivered by programs with 100+ personnel supporting 6000+ end users across multiple locations and reports directly to the Senior Program Manager. The position is responsible for ensuring SLAs are achieved, analyzed, and reported through disciplined operational oversight aligned to SEC performance requirements. The Program Manager also determines and acquires resources needed to execute scope across distributed locations while sustaining continuity, quality, and compliance.

PRIMARY RESPONSIBILITIES

Infrastructure Operations Leadership
  • Direct day-to-day management and accountability for enterprise infrastructure service areas, including Network Engineering, Network Operations Center (NOC), Servers, Storage, and Disaster Recovery.
  • Ensure 24x7x365 operational readiness and continuity for mission-critical enterprise infrastructure services.
  • Coordinate cross-team execution with infrastructure stakeholders to resolve incidents and restore services within required objectives.
  • Escalate operational risks, constraints, and critical issues to the Senior Program Manager with clear mitigation and recovery actions.


Service Level and Performance Management
  • Ensure SLAs are achieved, analyzed, and reported through dashboards and recurring performance deliverables.
  • Establish and track service metrics and trend analyses to improve contract performance.
  • Drive root cause analysis (RCA), after-action reporting (AAR), and corrective action implementation for recurring incidents and outages.
  • Recommend service improvements based on operational data and evolving requirements.


Resource and Capacity Management
  • Determine and acquire staffing, technical, and operational resources required to execute infrastructure scope.
  • Manage workforce allocation and operational capacity to support mission-critical services, planned maintenance, and surge demands.
  • Oversee infrastructure implementation and solution development activities, including schedules, dependencies, and delivery milestones.
  • Maintain forward-looking capacity and lifecycle planning to support reliability and service continuity.


Governance, Compliance, and Continuity
  • Enforce adherence to SEC policies, federal security requirements, and contract governance standards across infrastructure operations.
  • Ensure service activities are documented through approved workflows and aligned SOPs.
  • Partner with cybersecurity and audit stakeholders to support risk management and remediation activities.
  • Support disaster recovery and continuity of operations readiness through planning, coordination, and execution of recovery activities.


REQUIRED QUALIFICATIONS
  • This position is restricted to U.S. citizens only. Applicants must not hold dual citizenship with any other country to be eligible for work under this contract.
  • Bachelor's degree in a relevant field (e.g., Information Technology, Computer Science, Engineering).
  • Ability to obtain and maintain SEC Public Trust.
  • At least 12 years of experience managing enterprise infrastructure service delivery in complex, mission-critical IT environments.
  • At least 8 years of related management experience with emphasis on data centers, servers, storage, and network programs/projects, including IT systems implementation and solution development.
  • At least 5 years of proven experience managing a program with at least 100 personnel delivering Enterprise Infrastructure Support Services to at least 6000 end users across multiple locations.
  • Enterprise infrastructure operations management across Network Engineering, NOC, Servers, Storage, and Disaster Recovery.
  • Service level management with demonstrated ability to achieve, analyze, and report SLA performance.
  • IT systems implementation and enterprise solution development in mission-critical environments.
  • Resource planning and acquisition for large-scale infrastructure service delivery.
  • Program leadership across distributed operations supporting large user populations and multiple locations.


PREFERRED QUALIFICATIONS
  • PMP, ITIL 4 Foundation or Managing Professional, AWS or Microsoft Azure cloud certification.
  • Prior experience leading enterprise infrastructure delivery on a federal civilian agency contract of similar scale and complexity.
  • Demonstrated success managing 24x7x365 infrastructure operations and major incident response.
  • Experience implementing automation for performance dashboards, capacity analytics, and executive-level operational reporting.
  • Working knowledge of hybrid cloud and platform ecosystems (for example AWS, Azure, Microsoft 365, VMware/virtualization, NetApp storage).
  • Strong record of driving continuous improvement, audit readiness, and FISMA-aligned operational governance.

Pay Range: Pay Range $116,350.00 - $210,325.00
