Job Description

Summit Technologies Inc. is seeking experienced LMS Course Specialists to support USAFCOEFS Army Distributed Learning programs. This role serves as the primary technical and functional expert for the Army Training Information System (ATIS) and Blackboard LMS (Learning Management Systems) environments.

This on-site opportunity is located at Fort Sill, OK and requires an active DoD secret clearance.

Key Responsibilities
Manage course lifecycle development, system performance, user training, enrollment administration, and strategic enhancement initiatives to ensure stable, secure, and mission-aligned digital learning operations.
Support Army training modernization and digital learning initiatives.
Provide key inputs to enhance distributed learning capabilities, improving instructional delivery, and ensuring secure, reliable LMS operations across USAFCOEFS programs.
Monitor ATIS platform to ensure stability and performance for USAFCOEFS courses.
Create and sustain new courses using the approved Blackboard Naming Convention.
Recommend new technologies and capabilities, including ATIS updates and mobile applications.
Assist the client in the development and customization of LMS course frameworks.
Assist client users (e.g. instructors, course managers) by providing training on LMS functions in support of efficient and productive usage.
Provide user training to perform user-level functions such as course design, test development, survey use and gradebook functions.
Perform manager-level technical remedies of all ATIS issues to include database management, content management, system availability, software/hardware compatibility, functionality, network security conflicts, and system efficiency.
Serve as the primary point of contact for enrollment and disenrollment of client users as well as authorizing required access.
Monitor, analyze, and report Blackboard LMS usage/availability for assessment and analysis.
Assist instructors with class facilitation.
Provide monthly written report and meet with the Organizations to discuss strategic vision, future enhancements and upgrades, software version status, updated capabilities and add-ons, and long-term recommendations.

Required Qualifications
Three (3) or more years of LMS administration experience (Blackboard preferred).
Two (2) or more years of experience developing courses with LMS required.
Two (2) or more years of experience managing community engagement with LMS required.
Two (2) of more years of experience managing content in LMS are required.
Two (2) or more years of experience developing and sustaining online training sites required.
Experience supporting Army Distributed Learning or DoD training environments.
Experience managing enterprise-level course environments.
Strong knowledge of instructional design principles and blended learning models.
Experience training users on LMS platforms.
Strong analytical, reporting, and documentation skills.
Ability to communicate effectively with instructors, leadership, and technical staff.
Familiarity with ATIS and Army Training Support Center (ATSC) processes.
Experience managing secure testing materials and TCO processes.
Knowledge of mobile LMS applications and modernization initiatives.
Knowledge, skills and experience with developing and sustaining Learning Management System capabilities.

Education & Certification(s):
Bachelor’s degree in Instructional Technology, Information Systems, Education Technology, or related field (or equivalent experience).
Active Security+ CE (MD-101 (Managing Modern Desktops) certification or equivalent) must be completed prior to start of employment and maintained through employment period.
LMS Course Specialist Blackboard Certification requirements to be completed within 30 days of employment start (company provided):
Complete Online Army Blackboard 101 Instructors Basic Training.
Complete Online Army Blackboard 201 Exemplary Course Design Training.
Complete Online Army Blackboard 301 Domain Administrator Training.
Complete Online Army Blackboard Institutional Hierarchy Training.
Complete Online Army Blackboard Learning Content Management System (LCMS) Interface to Army Training Requirements and Resource System (ATRRS) Training.
Complete Online Army Blackboard Certificate Management Tool Training.
