Northrop Grumman Space Systems is looking to fill a Program Manager 2 role to support Programs in the Surveillance and Targeting Business Unit of the Intelligence Systems Division. This position will be located in Baltimore (Linthicum), MD and is 100% on-site.

The primary responsibility of the role will be the delivery of all contractual requirements on-cost and on-schedule, while achieving all technical requirements. The individual will help lead a matrixed cross-functional organization aligned to common Program performance goals.

Specific to this role, the Program Manager 2 will own the on-cost and on-schedule delivery of Circuit Card Assemblies (CCAs) and Electronic Card Assemblies (ECAs) manufactured and tested in Northrop Grumman Mission Systems facilities.

Primary responsibilities include, but are not limited to:
  • Lead a cross-functional Integrated Program Team (IPT) of Program Managers, OPMs, Quality, Manufacturing, and Test personnel to meet Program cost, schedule, and technical performance objectives
  • Identify and facilitate continuous improvement initiatives that drive the reduction of manufacturing/test cost and/or schedule or increase MFG throughput
  • Develop and adhere to budget baselines utilizing Earned Value Management (EVM) practices
  • Maintain and execute to the Program Integrated Master Schedule (IMS)
  • Influence Program quality strategy and manufacturing PCAB activities as they correlate to Program priorities
  • Promptly identify, manage, and mitigate Program uncertainty and/or impacts by formulating and executing to a proactive, analytical, and systems-focused plan
  • Conduct risk, issue, and opportunity management practices including identification, mitigation and realization
  • Measure and report Program performance to Customers, NG executive leadership, and other Program stakeholders
  • Strategize long-term production improvements to support new opportunities for existing and follow-on contracts
  • Support the development of new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans


Basic Qualifications:
  • Bachelor's Degree with 8 years or Master's Degree with 6 years of experience supporting US Government contracts and/or customers in a project/technical lead role
  • Knowledge of the manufacturing process for CCA and ECA hardware at Northrop Grumman's Space and Autoline Technologies (SALT) facility
  • Experience as a program, project, or IPT lead driving the performance of tasks on schedule, at cost, and achieving all Program requirements
  • Demonstrated experience as a Control Account Manager (CAM) utilizing Earned Value Management Systems (EVMS) and schedule development tools
  • Demonstrated success leading teams or organizations to achieve a common goal
  • Experience in risk and opportunity management
  • Ability to obtain and maintain Sensitive Compartmented Information (SCI) access
  • US Citizenship is required

  • Strong interpersonal, communication, and presentation skills with the ability to engage with Customers and senior leadership
  • Ability to balance between detailed and big picture thinking, using each when appropriate
  • Active SCI access


Primary Level Salary Range: $153,800.00 - $230,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
