Job Description
Job Title: Controlled Access Program Security Manager
Location: Hampton, Virginia (on-site)
Compensation: $80,000 - $92,000
Security Clearance: TS/SCI, CAP/SAP clearable
Responsibilities
• Review, track, and monitor CAP/SAP security clearance processing activities with appropriate government personnel to achieve clearance actions
• Assist in defining, interpreting, and implementing CAP/SAP program security policy within the Wing
• Provide security policy interpretation concerning the CAP/SAP program Nomination Process
• Review and comment on CAP/SAP security operating instructions, security plans, guides, and various security-related correspondence
• Manage and administer CAP/SAP security awareness and education programs
• Support Wing CAP/SAP program office in developing, executing, and implementing personnel security issues
• Create/process Program Access Requests (PARs) and forward for approval
• Conduct Defense Central Index of Investigations (DCII) reviews and Joint Personnel Access System (JPAS) reviews
• Provide CAP/SAP classification reviews of inbound and outbound correspondence
• Process CAP/SAP magnetic media for accountability
• Maintain CAP/SAP daily logs for administrative functions related to document control
• Conduct CAP/SAP entry and exit inspections
• Assist in maintaining CAP/SAP facility access control entry systems and visitor control
• Maintain personnel CAP/SAP security files
• Enforce Wing CAP/SAP Standard Operating Procedures
• Manage CAP/SAP security awareness and education programs, conduct and document training
• Manage the organization's CAP/SAP OPSEC program, develop OPSEC Plans, and assess program effectiveness
• Oversee CAP/SAP Physical and Technical Security programs using ICD 705 guidelines
• Manage CAP/SAP industrial Security Program, review DD-254s, and report results
• Evaluate, prepare, and review CAP/SAP facility accreditation packages
• Develop physical security operating procedures and inspection checklists
• Conduct CAP/SAP compliance inspections and prepare reports
• Implement Top Secret Control for accountable materials and correspondence
• Process inbound and outbound classified mail, faxes, courier packages, and receipts
• Participate in security training programs and support Monthly Status Reports
• Administer Controlled Access and Special Access Programs supporting the 480th ISR Wing
Requirements
• Minimum of 3 years providing security support in multi-level classified environments, including recent experience (within last three years) in CAP or SAP environments
• Active TS/SCI clearance and CAP/SAP eligibility
• High School diploma or equivalent
• Working-level knowledge of the Defense Security Service (DSS) clearance process and the intelligence community and CAP/SAP processes
• Knowledge of applicable security policy manuals, IC, DoD, SAP, AF, and related policy documents
• Basic understanding of DoD Contract Security Classification Specification (DD-254)
• Strong organizational and communication skills
• Ability to interpret and implement security policies and procedures accurately
