Job Description
Zachary Piper Solutions is seeking a Sr. Product Owner/Atlassian Lead to join a federal technology and services firm supporting civilian agencies across secure IT, cyber, and mission-critical programs. This a fully remote role.
This role serves as the primary contractor authority for delivery, sustainment, and evolution of the SDLC Next platform, an enterprise Atlassian-based solution enabling Software Development Lifecycle (SDLC) and IT Service Management (ITSM) across the Defense Healthcare Management Systems (DHMS) portfolio. Operating in direct alignment with the Government Product Manager, this role leads end-to-end product execution, balancing operational service delivery with forward-looking platform enhancements. The position drives backlog prioritization, Agile delivery, release coordination, and platform governance while ensuring alignment with DHMS modernization initiatives, including capability releases, requirements traceability, and enterprise tooling strategy.

The position drives backlog prioritization, Agile delivery, release coordination, and platform governance while ensuring alignment with DHMS modernization initiatives, including capability releases, requirements traceability, and enterprise tooling strategy.
Responsibilities of the Sr. Product Owner:
- Lead end-to-end SDLC Next delivery, translating stakeholder needs into prioritized backlogs, user stories, and release-ready capabilities across the full lifecycle in alignment with the Government Product Manager
- Own Agile execution and backlog management (ITSM tickets, enhancements, technical debt), driving sprint planning, refinement, release coordination, and roadmap delivery aligned to DHMS modernization priorities
- Oversee ITSM operations and platform sustainment, managing incidents, service requests, changes, and workflows while ensuring SLA adherence, ticket throughput, and platform stability
- Plan and execute platform enhancements, capability releases, and workflow optimizations, aligning delivery timelines and priorities across DHMS programs (e.g., JOMIS)
- Serve as primary advisor to stakeholders, translating technical capabilities into mission outcomes and aligning cross-program priorities
- Lead a team of ~7, managing performance, capacity, workload distribution, and resource allocation across operations and development efforts
- Ensure release governance and deployment readiness, coordinating with engineering, test, and infrastructure teams to validate changes and mitigate risk
- Identify and mitigate delivery, performance, and alignment risks using KPIs, metrics, and operational insights
- Oversee Atlassian platform governance (Jira, Confluence, JSM), including configuration, optimization, and cloud migration planning to support continuity through 2029 EOL
- Track and report on performance metrics (SLA, backlog health, throughput) and maintain regular stakeholder communication on platform status, enhancements, and service impacts
Qualifications for the Sr. Product Owner:
- 5+ years of experience in product ownership, SDLC delivery, or platform management in enterprise or federal environments
- Demonstrated experience leading Agile delivery, including backlog management, sprint execution, and release coordination
- Strong understanding of the full SDLC lifecycle, including requirements, testing, and deployment
- Experience supporting ITSM operations (incident, change, service request) alongside product development
- Proficiency with Atlassian tools (Jira, Confluence, JSM), including configuration and administration
- Proven ability to manage competing priorities, balance operations with enhancements, and drive results in complex environments
- Strong stakeholder management and communication skills, including ability to engage both technical and non-technical audiences
- Experience identifying risks, managing dependencies, and driving mitigation strategies
- US Citizenship + Eligibility to obtain a DHA Public Trust Clearance
Compensation for the Sr. Product Owner:
- Salary Range: $120,000 - $140,000 *depending on experience*
