Job Description

Duties

  • You will rigorous application and direction of information security, cybersecurity policies, principles, and practices.
  • You will implement the strategy for IT investments, allocating resources toward the command's most critical priorities and goals, and linking IT investments to the command's mission.
  • You will provide direction and leadership in concert with senior managers of business processes, linking the information technology strategy and the capabilities with the command's business strategy and needs.
  • You will indirectly supervise and directs a diverse work force of federal civil service personnel assigned to the Information Systems Department.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • Cyberspace Workforce position, work role code 752 - IT Investment/Portfolio proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2.
  • Must participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2.
  • You will be required to participate in continuous learning. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.
  • Credentials as described in SECNAV M-5239.2. for the DCWF role 752-Cyber Policy and Strategy Planner, at the proficiency level of advanced.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

For GS-14: Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: overseeing the implementation of programming specifications by monitoring program design, coding and debugging performed by contractors.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: determining customer requirements and assisting customers by recognizing and analyzing trends by providing instruction and orientation.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: contacting customers at the Help Desk Level that may include those who are skeptical or uncooperative, skilled in communication to relay instructions and represent the team in meetings within the organization.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: analyzing the types, frequency and solutions necessary to correct problems and improve help desk operational procedures.

For GS-14: Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector:

Applicant's resume must demonstrate the following specialized experience:
  • Experience mastery of command strategic plans, including mission, organization, functions, and business processes.
  • Experience mastery of IT security concepts, standards, and methods, along with understanding the interrelationships of multiple IT specialties, including advanced knowledge of Cybersecurity Risk Management Framework concepts and disciplines.
  • Experience mastery and skill in applying advanced program and project management disciplines, principles, and techniques to manage multiple simultaneous complex activities.
  • Experience managing project resources to ensure completion of projects within defined scope, quality, time, and cost constraints.
  • Experience providing input to the IT capital planning process, ensuring integration of IT programs and services, and developing solutions for integration and interoperability challenges.
  • Experience advanced knowledge in leadership and management concepts and disciplines.
