Duties
The primary purpose of this position: The purpose of this position is to serve as Quality Assurance Evaluator; responsible for managing ACMI Operations, CCE Maintenance, EW Maintenance and Operations, and associated systems. The organizational location of this position is: AETC , 56 FW, Range Management Office (RMO), Luke AFB, AZ, (Duty Station: Luke AFB/Gila Bend Air Force Auxiliary Field).Serves as Quality Assurance Evaluator (QAE). Is responsible for the quality assurance inspection duties for the operations and maintenance (O&M) of the Air Combat Maneuvering Instrumentation (ACMI), Weapons Instrument Scoring System (WISS), Radio Communications Equipment Maintenance, Weather/Meteorological Equipment Maintenance, Range Telephone Microwave System Maintenance, Base Telephone Systems, Land Mobile Radio Systems Maintenance, and Electronic Warfare Systems Equipment Maintenance. Analyzes mission goals, objectives, and requirements, and develops multi-year future plans, and procedures for operating and modernizing the BMGR. Participates in research, tests, and evaluation of systems, software, and equipment to determine new range capabilities or effect of modifications to existing range systems. Oversees and periodically reviews the BMGR Contract and prepares listing of contractual requirements as part of comprehensive quality assurance surveillance plan (QASP). Conducts technical inspections/evaluations to provide an overall view of the quality of operations, system maintenance being performed and support of government equipment. Manages the government's Quality Assurance (QA) program to ensure compliance with the approved BMGR Performance Work Statement (PWS).

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Quality Assurance Series, Administrative and Management Positions, 1910.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09 , or equivalent in other pay systems. Examples of specialized experience includes experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include Reviewing production activities and capabilities in light of contract quality requirements. Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system. Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance. Identifying inadequacies and requesting corrective action. Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods. Investigating customer complaints and deficiency reports and providing identification of causes to appropriate authorities. Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals. Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections. Comprehensive knowledge of a wide variety and full range of principles, concepts, and methodology related to the ACMI O&M contract and QAE functional programs. Comprehensive knowledge, understanding, and ability to coordinate with functional personnel for engineering support requirements for the operation and maintenance of land and sea ACMI systems or equipment. Acknowledges and plans for integration of aircraft, systems, equipment, communications, and computer requirements. Understanding the technical requirements and operational systems such as Mission Debriefing System (MDS), tracking instrumentation subsystems (TIS) etc.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive technical knowledge of electronics relative to maintenance, repair, testing, and inspection of the ACMIWISS, and electronic warfare systems.
2. Knowledge of training administration, policies, and procedures for conducting training associated with ACMI or other systems.
3. Knowledge of the relationships of quality assurance to other activities such as contract administration, engineering, supply, etc.
4. Knowledge of training resources programs, principles, and policies for training associated with ACMI and evaluation.
5. Ability to analyze, evaluate, and accomplish special projects and studies in support of the ACMI and associated Quality Assurance Programs.
6. Knowledge of the procedures for preparing documents necessary to satisfy operational requirements and quality assurance inspection/reports. Knowledge of the principles and techniques required for evaluation of training/instructional programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
