Job Description

Summary

Protégé, a division of All Native Group and Ho-Chunk, Incorporated is seeking an exceptional Program Manager to be responsible for the overall execution, coordination, and compliance of all contract activities supporting the Navigation Training Systems Lab (NTSL). The PM ensures cost, schedule, and performance objectives are met, while maintaining full alignment with contract requirements and Government expectations.

Essential Functions
  • Lead program planning, execution, and oversight across all task areas
  • Develop, maintain, and control the Integrated Master Schedule (IMS) including:
    • Weekly execution tracking
    • Resource allocation
    • Milestones, deliverables, and dependencies
  • Manage subcontractors, including:
    • Integration into IMS
    • Staffing plan oversight
    • Performance monitoring and reporting
  • Chair and oversee biweekly Integrated Product Team (IPT) meetings, including:
    • Stakeholder coordination
    • Decision tracking
    • Action item management
  • Deliver required program artifacts:
    • Contractor Progress, Status, and Management Reports (CPSMR)
    • Presentation materials and executive briefings
  • Establish and manage program metrics, including:
    • Schedule performance
    • Quality and product stability
    • Staffing and resource utilization
  • Implement risk management processes, including:
    • Risk identification, tracking, and mitigation
    • Participation in Government Risk Working Groups
  • Ensure compliance with:
    • ISO 9001 Quality Management
    • RMF / cybersecurity requirements
    • OPSEC and CUI handling policies
  • Provide Government visibility into program performance and corrective actions


Competencies
  • Project Management Professional (PMP) Certification desired
  • Experience with NAWCTSD / training systems


Deliverables Ownership
  • Integrated Master Schedule (IMS)
  • CPSMR reports
  • IPT summaries (within 24 hours of meetings)
  • Risk registers and mitigation plans
  • Program metrics dashboards


Supervisory Responsibility

This position involves executive oversight of multiple program portfolios and senior management teams.

Work Environment

This job operates in executive settings with frequent engagement at the highest levels of Navy leadership. This role uses executive office equipment and classified communication systems.

Physical Demands

The physical demands are typical of executive positions, with extensive travel and high-stress decision-making requirements. While performing the duties of this job, the employee is regularly required to talk or hear.

Position Type/Expected Hours of Work

This is a full-time executive position with flexible hours based on mission requirements.

Travel

Extensive travel is expected for this position.

Experience
  • 8+ years of program management experience in DoD or similar environment
  • Strong background in:
    • Scheduling tools (MS Project / Primavera)
    • Earned Value / performance metrics
    • Government reporting (CDRLs)


Education

Bachelor's degree (Engineering, Computer Science, Business, or related)
